General Manager Duties:

As a Front Line Manager you will:
  • Plan work to be accomplished by subordinates, sets and adjusts short-term priorities and prepares schedules for completion of work.
  • Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
  • Evaluate work performance of subordinates and makes recommendations for outstanding performance recognition and/or disciplinary action.
  • Give advice, counsel or instruction to employees on work and administrative matters.
  • Interview candidates for positions within the organization/unit and recommend appointment, promotion or reassignment to such positions.
  • Hear and resolve complaints from employees, refer group grievances and/or more serious unresolved complaints as appropriate.
  • Effect minor disciplinary measures, such as warnings and reprimands, recommend other actions in more serious cases.
  • Identify developmental and training needs of employees, providing or arranging for needed development and training.
  • Initiate ways to improve production, work processes and/or to increase the quality of the work directed.
The following are the job specific duties of this position. You will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
  • Manages the operation of the assigned section and serves as advisor to the Director of Financial Reporting and Analysis in the following capacities: Review and Reconciliation: on matters related to administrative FBWT, Intragovernmental Eliminations, TROR, and other reconciliations, work papers, accruals, and comparative analysis. Also reconciles general ledger accounts, records financial transactions in the IRS's financial system, and adjusts IRS financial data in Treasury systems. Administrative Reporting: on matters related to the IRS's financial statements, administrative TIER reporting, budgetary to proprietary reconciliations, Treasury financial data calls, posting models, and specified work paper analysis. Also supports financial management by generating the IRS's financial statements and reporting financial information to Treasury through the TIER system. General Ledger Review: on matters related to the administrative general ledger; labor; grants; user fees; imputed costs; reimbursables; property and equipment; and other work papers, accruals, and comparative analysis.
  • Plans and coordinates work to be accomplished, sets priorities in line with the CFO's mission, and schedules completion timeframes.
  • Oversees hiring and development of the staff to maintain sufficient resources to effectively perform the mission and critical functions of the section.
  • Provides leadership and direction through senior accountants to effectively support and guide staff, provide expert interpretation of accounting requirements, and serve as liaisons to other offices.
  • Oversees the establishment of internal operational procedures in compliance with generally acceptable accounting principles and statutory requirements.

Qualifications

Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week, on your resume.

You must meet the following requirements by the closing date of this announcement.

BASIC REQUIREMENTS (IOR): To be minimally qualified for this position, you must meet the following basic requirements:

EDUCATION: An accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

OR

COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience includes at least four (4) years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
  • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  • A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  • Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
AND

SPECIALIZED EXPERIENCE IR-4: In addition to the basic requirements, to be minimally qualified for this position you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the payband or GS-13 grade in the normal line of progression in the Federal service that demonstrates the required managerial skills and technical competence required to perform the job. To be qualifying for this position your experience must include:
  • Experience that demonstrated management/leadership experience such as applying management techniques, methods, theories, principles, or labor relations concepts for the accomplishment of all program objectives with combined technical and administrative oversight. This experience may have been gained through work experience as a project/program manager, team lead or project/program lead, technical advisor, or senior specialist/analyst that included managing resources, providing support to managers, mentoring team members, providing day to day guidance training and/or oversight of peers or others.
  • Experience applying regulations, other official guidance and principles, including the latest procedures and techniques sufficient to oversee the planning, development and implementation of the technical aspects of programs specific to the position being filled.
  • Experience applying communicative techniques to effectively and diplomatically interact with internal and external customers.
  • Give advice, counsel, or instruction to employees on both technical work and administrative matters.
  • Directs the work of subordinates performing complex technical work related to development, execution, implementation, and evaluation of program activities that are essential to business operations.

Education

A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. For a list of schools which meet these criteria, please refer to Department of Education Accreditation page.

You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
