Program Analyst

Position Overview The position is at the full performance level located in the Department of Veterans Affairs (VA), Veterans Benefits Administration (VBA), within Education Service (EDU), in the Policy and Procedures (PP) Division. Eligibility and Qualification Requirements Applicants must meet all requirements by the closing date of the announcement: 07/20/2026. Time-in-grade: Current federal employees who have held a GS-13 level in the past 52 weeks must have served at least 52 weeks at the GS-13 grade. An SF-50 showing time-in-grade eligibility must be submitted. Minimum qualification: GS-14 Grade Level Specialized Experience – One year of experience equivalent to GS-13. This includes: Recording and monitoring work assignment plans and schedules Oral and written communications Presentations and briefings to external and internal audiences Team and coalition building Researching best practices and making adjustments based on research and analysis Volunteer Experience Paid and unpaid experience, including volunteer work through National Service programs such as Peace Corps and AmeriCorps, and other organizations such as professional, philanthropic, religious, spiritual, community, student, and social groups, will be credited. Employment Type Full-time employment is at least 35 hours per week. Part-time experience will be credited on a pro-rated basis and must specify average hours worked per week. Physical Requirements The work is primarily sedentary. Occasional filing or handling of light materials such as files, books, and papers may be required.
