Duties

Help

• Serves as a budget analyst, performing program planning, execution, and analysis for annual and multi-year budgetary programs.
• Researches, compiles, and summarizes budgetary data to prepare budget estimates and forecast annual funding needs.
• Participates in meetings with program officials to advise on program requirements, budget plans, and execution reports.
• Continuously monitors the review and analysis of assigned programs to ensure appropriations are being obligated in accordance with congressional intent.
• Performs budget execution work, including monitoring incurred and actual expenditures from different funding sources.
• Prepares and analyzes reports on the status of funds, identifies conditions of over or under-obligation, and develops recommendations for budgetary adjustments.
• Selects and applies analytical techniques to assess the effects of budgetary changes and evaluates the significance of conflicting program and budget data.
• Uses automated financial systems and computer-generated products to accomplish budgetary assignments and ensure accurate, complete, and timely reporting of budget and accounting data.

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
• This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience : One year of specialized experience which includes analyzing budgetary data to formulate budget estimates for multi-year programs; AND advising program managers on the execution of funds or the interpretation of budgetary policies; AND monitoring the use of funds to ensure compliance with legal and regulatory requirements; AND utilizing automated financial systems to report on budget and accounting data. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted.
