This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Senior Policy Analyst based in the United States. This is an opportunity to apply deep health policy expertise to projects with meaningful, nationwide impact across U.S. government healthcare programs.
You'll analyze complex statutes, regulations, and agency guidance and translate them into practical recommendations for government clients and stakeholders.
The role sits at the intersection of policy, data, digital services, and human-centered design.
You'll collaborate closely with product managers, designers, engineers, researchers, and subject-matter experts to turn policy requirements into effective solutions.

- Analyze and interpret complex government policies, including statutes, regulations, and subregulatory guidance, and translate findings into clear recommendations for clients and stakeholders.
- Provide high-level subject matter expertise on government health and human services programs, helping teams understand how policy requirements affect products, services, systems, and program operations.
- Develop strategies and practical solutions that integrate policy considerations into the design, development, and implementation of digital government services.
- Communicate policy insights and requirements clearly to product strategists, UX researchers, designers, engineers, government partners, and other stakeholders.
- Build strong relationships across multidisciplinary teams and client organizations, helping create alignment, secure buy-in, prevent silos, and maintain momentum.
- Identify emerging risks, policy changes, conflicts, and government requirements that could affect project delivery, and proactively recommend mitigation strategies or escalate issues when appropriate.
- Apply knowledge of government requirements related to accessibility, the Paperwork Reduction Act, FOIA, acquisition regulations, security compliance, and other relevant areas.
- Initiate and drive cross-domain projects involving multiple practices and disciplines, contributing to challenging policy and operational problems.
- Represent the team credibly with government clients and partners, including in complex or challenging situations.
- Support continuous improvement by assessing personal and team capabilities, identifying development opportunities, and actively building new skills.
- Coach and mentor colleagues across disciplines and contribute to knowledge sharing and stronger cross-functional collaboration.
- Adapt to changing client priorities and evolving project needs while maintaining focus on outcomes, quality, and stakeholder expectations.
- 8+ years of relevant professional experience in policy analysis, government operations, healthcare policy, consulting, or a closely related field.
- Bachelor's degree in political science, communications, public policy, or a related discipline.
- Direct experience with U.S. government health and human services programs, including experience working with a federal or state government agency, Medicaid agency, or similar organization.
- Strong understanding of policy hierarchy and demonstrated ability to independently analyze and interpret statutes, regulations, agency guidance, and related policy materials.
- Working knowledge of Medicare, the Affordable Care Act (ACA), and Medicaid and CHIP programs.
- Demonstrated ability to apply policy expertise within multidisciplinary teams and translate complex requirements into actionable product, service, or operational recommendations.
- Experience collaborating with distributed, cross-functional teams that may include product managers, designers, engineers, researchers, and subject-matter experts.
- Excellent written and verbal communication skills, with the ability to synthesize complex information and present it clearly to both technical and non-technical audiences.
- Strong relationship-building, stakeholder management, and influencing skills, with the ability to secure alignment without relying on formal authority.
- Ability to anticipate risks, manage ambiguity, exercise sound judgment, and adapt quickly as client priorities evolve.
- Demonstrated strategic thinking, initiative, self-awareness, and commitment to continuous learning.
- Preferred: working knowledge of Public Law 119-21, also referred to by the Centers for Medicare & Medicaid Services as the "Working Families Tax Cut" legislation.
- Preferred: experience in government consulting, particularly engagements involving the Department of Health and Human Services or the Centers for Medicare & Medicaid Services.
- Preferred: experience in civic technology, social-impact product teams, human-centered design, or agile environments, including familiarity with SAFe or similar methodologies.
- Candidates must be legally authorized to work in the United States without ongoing visa sponsorship and must be permanent U.S. residents.
- Candidates must have resided in the United States for at least 3 of the past 5 years and cannot reside in New York State due to applicable tax restrictions.
- Ability to work core team hours aligned with Eastern Time, with flexibility required for candidates located outside that time zone.
- Ability to participate actively in client virtual meetings, including being on camera when required.
- Ability to successfully complete a Public Trust background investigation, including the applicable questionnaire and fingerprinting requirements.
- Fully remote, full-time, permanent position within the United States.
- Salary range of $140,000-$155,000 annually , with placement within the range based on experience and role progression.
