DescriptionPosition at Long Island Rail RoadJob Title: Senior Manager Elevator and Escalator OperationsDepartment: EngineeringMTA Agency: Long Island Rail RoadPrimary Location(s): Queens, NYSalary: $172,665.07Regulated/Safety Sensitive: Safety SensitiveUnion Affiliation: Non-UnionClosing Date (if applicable): Until FilledTelework Eligible: YesJOB SUMMARYOversee and direct all aspects concerning elevators and escalators on LIRR property which includes but not limited to Project Management for third party maintenance contractors, quality control & assurance measurements, Technical Scope of Work (TSOW) reviews, system monitoring including data input for reporting as well as monitoring the Elevator & Escalator Operations Center (EEOC) which will handle all Corporate Policies and Procedures related to elevator and escalator notification, maintenance & monitoring. Protect the interests of the LIRR by managing and directing engineering services and construction inspection during construction projects or operations being performed by outside contractors.DUTIES AND RESPONSIBILITIESOversee & direct the coordination, inspection and maintenance of Third Party Contractors as it pertains to LIRR Elevators & Escalators (E&E) at all LIRR stations and facilities (70 in total). Oversee the daily operations (remedial and/or preventative maintenance) of any assigned work for elevators and escalators and any other special work which may be required. Develop, manage and maintain inspection program/schedule to monitor LIRR elevators and escalators system wide. Oversee and comply with the LIRR lifecycle replacement program.Prepare, review and maintain all TSOW and contractual documents related to E&E assuring compliance and customer safety standards are met. Manage the administration of the conditional assessment plan for Escalators with respect to the pilot program for the creation, management and maintenance of the inspection plan. Manage and direct the 20 years needs for elevators and escalators.Manage and direct the Elevator & Escalator Operations Center’s (EEOC) staff assigned to E&E safety, inspections and maintenance. Coordinate and manage the preparation of files, documents (Internal Controls and Corporate Policies & Procedures) & reports as per ISO 9001-2000 standard. Manage the generation and distribution of weekly, monthly and quarterly E&E status reports including up time reports (availability).Attend seminars related to professional field, LIRR training courses and any other approved continuing education programs. Impart technical knowledge to peers & colleagues throughout the E&E Unit.Manage and direct the creation and maintenance of a safe work environment following corporate and Department guidelines and safety policies. Lead by example.Perform tasks as requested by Sr. Management including but not limited to report writing, document review & response, emergency inspection, accident investigation and claims investigations.Select, develop and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review direct reports and approve performance appraisals. Promote safe work practices and provide safe working conditions. An additional four years of demonstrated, directly related, equivalent experience and education may be considered in lieu of the degree.Must possess a minimum of 8 years of professional related experience, either with engineering consultants and/or have relevant experience working on elevators/escalator and State/City Agencies.Valid Driver’s LicenseKNOWLEDGE, SKILLS AND ABILITIESMust be QEI certified and /or trained Must possess an intimate knowledge of elevators and escalators with respect to construction installation, maintenance, and repairs. Must possess effective oral & written communication and organizational skills with ability to write inspection reports.Must possess proficient computer skills.Must possess an intimate knowledge of practices and procedures of construction industry and Facilities systems and equipment.Must possess Facilities systems background to recognize and analyze and provide solutions to problems.Must possess knowledge of related contract specifications development and preparation of requisitions.Must have familiarity with Microsoft Access, Excel, PowerPoint, Microsoft Project and AutoCAD software.Must be able to read and interpret contract drawings and specifications. Must be able to communicate effectively with contractor personnel & document review skills be able to review related document.Must be able to assist in coordination of the efforts of all LIRR personnel involved in projects.The following is preferred:Knowledge of LIRR system and operations is beneficial.OTHER INFORMATIONPursuant to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”).This position requires a driver’s license.
