Summary:
The Idaho Department of Finance has an amazing opportunity for TWO Financial Examiner/Investigator 1 positions to join our Securities Bureau: with one position available on the Securities Analyst Team and one position available on the Securities Investigations Team.
The Securities Bureau is responsible for protecting the investing public from fraudulent investment schemes, while assisting legitimate businesses in their efforts to raise capital and provide services to the citizens of Idaho. Both roles will be tasked with analyzing complex financial data while balancing both industry standards and legal considerations. We are looking to fill either position with dependable individuals, that value teamwork and dedication to public service, and see challenges as opportunities to learn and grow. Both positions have a starting rate of $30.30 per hour and it is the first in a multi-level job series (FEI 1 – 3). Working for the Idaho Department of Finance offers the ability to balance work and life commitments, with an optional hybrid schedule possible upon successful completion of the probationary period. Either position may require overnight travel both in and out of the state of Idaho approximately 25% of the time. Occasionally, travel may be up to 40% depending on the training and examination schedules.
Job Responsibilities
Analyst duties include, but are not limited to:
Examines, investigates, and/or registers securities industry participants for compliance with state and federal securities laws and regulations.
Provides regulatory oversight for entities and individuals engaging in industries overseen by the Securities Bureau, such as broker-dealer firms and investment adviser firms.
Interprets financial data and documents, typically in the form of a bank statement, brokerage statement, balance sheets, income statements, and agreements or contracts.
Resolves issues involving regulation, law, and other applicable policies.
Researches, interprets, and responds to legal and regulatory inquiries, by both industry and the public.
Draft comment letters and other written communications to summarize and simplify compliance requirements with our industry partners.
Prepares concise and comprehensive examination reports outlining condition, deficiencies, and required remedies.
Analyze extent of full disclosure of material facts and risks of securities offerings.
PREFERRED qualifications (not required) for the Securities Analyst role: 1) Working experience in the securities industry in a regulatory or compliance-based role, and/or 2) Certified Fraud Examiner (CFE) designation, and/or 3) experience with public speaking and/or writing.
Investigation duties include, but are not limited to:
Investigate allegations of financial fraud and securities violations.
Conduct open‑source research to identify, collect, and analyze publicly available information relevant to securities activities.
Manage multiple cases and develop an investigative final report which may include recommendations for legal or administrative action.
Identify the need for, and prepare legal process, such as subpoenas, with the assistance of Idaho’s Attorney General Office.
Analyze and simplify financial data to best present the methodology and tracing of suspect funds.
Prepare for and conduct investigative interviews and testimony.
Assist in the negotiation of regulatory settlements.
Conduct open‑source research to identify, collect, and analyze publicly available information relevant to securities activities
Assist department attorney or prosecuting attorney in litigation, including testifying as expert witness.
PREFFERED qualifications (not required) for the Securities Investigator role include: 1) Working experience in the securities industry in a regulatory or enforcement-based role, and/or 2) Certified Fraud Examiner (CFE) designation, and/or 3) working experience conducting financial investigations.
Minimum Qualifications (MQ’s)
Some Knowledge of
General accounting / finance theory, principles, and practices (Typically met by completion of twelve (12) college semester credits, or equivalent, in accounting/finance; OR approximately one (1) year of financial services regulatory work experience with job duties that included applying general accounting/finance theory, principles, and practices; OR approximately two (2) years of work experience where a significant job duty involved general accounting/finance theory, principles, and practices).
Computer applications used in accounting or the financial services industry (Typically met by completion of a three (3) credit computer applications courses OR at least six (6) months of work experience where computer applications used in the financial services industry were a regular part of the job; such as: Excel, Word, PowerPoint, Quicken, etc.).
Experience
Applying accounting principles to reconcile accounts (Typically met by at least one (1) year of professional work experience where applying accounting principles to reconcile accounts was a significant job duty, OR twelve (12) credit hours of applied accounting courses in which applying accounting theories and principles was emphasized).
Examining financial statements and reports for completeness and accuracy (Typically met by approximately one (1) year of professional work experience examining financial statements and reports for completeness and accuracy in a finance, accounting, or audit role; OR completion of twelve (12) college credit hours in accounting or finance in which examining financial statements and reports for completeness and accuracy was emphasized)
Interpreting and applying provisions of state and federal financial services laws, rules, standards or guidelines (Typically gained by six (6) months of professional work experience interpreting laws, rules, regulations, policies and procedures; OR completion of six (6) college credit hours or industry-sponsored training in which interpretation of regulatory laws, rules, regulations, policies and procedures were emphasized)
Preparing narrative reports (Typically met by six (6) months of work experience preparing narrative, examination, or investigative reports. OR approximately six (6) credits of college coursework in which preparing narrative reports or research papers were expected)
