BEHAVIORAL HEALTH PROGRAM MANAGER (Program Administrator V, Health Services)

Introduction This recruitment is limited to current employees of the Worcester County Health Department only. Location MDH Worcester County Health Department, Snow Hill, MD Main Purpose Reporting to the Director of Behavioral Health, this position administratively supervises a Community Health Nurse Supervisor and a Psychiatric Nurse Practitioner. It also provides administrative and technical supervision to mental health and substance abuse clinical staff, guiding lower‑level supervisors on clinical decisions, reviewing staff clinical work, ensuring completion of treatment plans, authorizations, progress notes and training, overseeing the financial management of assigned programs, conducting scheduled supervision, directing daily program operations, developing policies and procedures, adhering to Joint Commission and COMAR regulations, and serving as liaison with community partners. The role engages in strategic planning, project management and operations compliance. Responsibilities Guide lower‑level supervisors on clinical decisions, review staff clinical work, and ensure completion of treatment plans, prior authorizations, progress notes, and training. Oversee financial management of assigned programs, conduct scheduled supervision, direct and evaluate daily program operations, and develop policies and procedures. Ensure adherence to Joint Commission and COMAR regulations; undertake strategic planning, project management, and operations compliance. Serve as liaison with community partners. Work evening hours and travel to all Worcester County Health Department sites as required. Serve as an Emergency Essential employee, requiring special deployment during emergencies or crises. Minimum Qualifications Bachelor’s degree from an accredited college or university. Six years of health or human services administrative or professional experience, including three years at a supervisory or managerial level. A master’s degree substitutes one year of experience. A doctorate substitutes two years of experience. Additional experience may substitute on a year‑for‑year basis for the college degree. Desired or Preferred Qualifications Understanding of COMAR regulations. Previous experience running a fee‑for‑service program. Possession of an LCSW‑C or LCPC license.
