The Los Angeles Regional Water Quality Control Board is seeking a Senior Water Resource Control Engineer (Supervisory) in the Groundwater Permitting Unit. The position is located at 320 West 4 th Street, Los Angeles, CA 90013 across the street from the Metro Red Line and close to other public transportation.

The Senior Water Resource Control Engineer (Supervisory) is responsible for performing professional duties associated with regulating a variety of waste discharges to land, including onsite wastewater treatment systems (OWTS), advanced OWTS, municipal and commercial/industrial wastewater treatment plants (WWTPs), and in situ soil/groundwater remediation sites. The Senior Water Resource Control Engineer provides technical guidance, supervision, and oversight to staff in the Groundwater Permitting Unit in the development of Waste Discharge Requirements (WDRs) and related permit compliance activities. Responsibilities also include conducting site inspections and serving as a technical expert in the interpretation and application of the State Water Resources Control Board’s OWTS Policy, applicable Basin Plan provisions, and relevant engineering standards. Additional responsibilities include reviewing engineering calculations, technical analyses, plans, specifications, and reports prepared by staff and regulated entities to ensure compliance with applicable regulatory requirements and the protection of surface water and groundwater quality .

Working Conditions

Positions at the Water Boards may be eligible for telework with in-person attendance based on the operational needs of the position .

In accordance with the Statewide Telework Policy and GC 14200, the successful candidate must reside in California upon appointment.  Proof of residency may be required.

Salary Information - CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. • Knowledge and experience of wastewater treatment technologies and operations.
• Knowledge and experience with state and federal water quality laws and regulations.
• Public speaking and communication skills and experience.

3. Describe your supervisory and staff management experience, including your demonstrated ability to lead multidisciplinary teams composed of individuals with diverse technical backgrounds, disciplines, and perspectives.
4. Describe your leadership skills and experience in motivating, guiding, and developing a high-performing team. Include examples demonstrating your ability to evaluate and resolve complex professional and administrative challenges by providing staff with clear direction, guidance, and support.
