TOSA, Special Education Due Process Coordinator – 1.0 FTE – District Wide Location: District Wide Openings as of: 6/2/2026 Date posted: 5/28/2026 Description Shakopee Public Schools is searching for a 1.0 FTE Special Education (SpEd) Due Process Coordinator (TOSA) for the 2026-2027 school year. This position is on a 200‑day contract. Job Summary The Special Education Due Process Coordinator provides leadership, guidance, and technical expertise to ensure compliance with federal and Minnesota special education laws, regulations, timelines, and procedural requirements. The coordinator supports staff in the development, implementation, and monitoring of high‑quality Individualized Education Programs (IEPs) and serves as a resource for due process, compliance, and procedural safeguards for students ages birth through 22. Essential Duties and Responsibilities Due Process and Compliance Serve as a district resource regarding special education due process requirements, procedural safeguards, and compliance expectations. Maintain extensive knowledge of Minnesota Department of Education (MDE) requirements related to special education compliance and IEP development. Monitor and support compliance with timelines and procedural requirements for students ages birth through 22. Assist staff in understanding and implementing federal, state, and district special education requirements. Review special education documentation for procedural accuracy, compliance, and quality. Support district response processes related to complaints, corrective actions, mediation, conciliation conferences, and due process matters as assigned. Collaborate with district leadership to identify compliance trends and implement corrective or preventative supports. IEP Development and Staff Coaching Coach and support special education staff in the IEP writing process, including development of measurable goals, present levels of performance, data collection and progress monitoring, service alignment and documentation, and procedural compliance requirements. Support staff in facilitating high‑quality, legally compliant, and student‑centered IEP meetings. Provide guidance regarding effective communication and collaboration with families and multidisciplinary teams. Assist staff in problem‑solving complex special education situations while maintaining compliance and educational appropriateness. Professional Development and Training Design, coordinate, and facilitate professional development related to special education compliance, due process procedures, IEP development, data collection and progress monitoring, and best practices in special education programming. Develop training materials, resources, and guidance documents for staff. Provide ongoing coaching and follow‑up support to ensure implementation of training and district expectations. Technology and Innovation Utilize technology systems effectively to support compliance monitoring, documentation, and staff support. Demonstrate skill in the use of technology and artificial intelligence (AI) tools to improve efficiency and support staff implementation. Train and support staff in the effective and appropriate use of technology and AI tools related to special education practices and documentation. Collaboration and Organizational Support Collaborate with administrators, teachers, related service providers, and support staff to ensure continuity and quality of services. Maintain highly organized systems for tracking timelines, documentation, training, and compliance activities. Complete assigned work independently while responding effectively to direction and feedback. Participate in district committees, planning teams, and special education initiatives as assigned. Qualifications Required Qualifications Valid Minnesota Special Education Teaching License in ABS or EBD. Minimum of three years of experience in special education. Strong knowledge of federal and Minnesota special education laws, regulations, due process procedures, and compliance requirements. Demonstrated experience with IEP development and implementation. Experience facilitating professional development and coaching adult learners. Strong organizational, communication, and interpersonal skills. Demonstrated ability to work independently and manage multiple priorities and timelines. Proficiency with technology platforms and willingness to integrate AI tools to support staff and district initiatives. Preferred Qualifications Experience in special education leadership, due process coordination, or compliance oversight. Experience supporting or facilitating IEP meetings. Knowledge of MDE monitoring and compliance systems. Experience with data collection systems and progress monitoring practices. Knowledge, Skills, and Abilities Thorough understanding of special education due process and compliance expectations. Ability to interpret and apply special education laws, regulations, and district procedures. Ability to build collaborative relationships with staff and families.
