Chief Risk Officer / Division Administrator

About the Role The State of Montana Department of Administration is seeking a Chief Risk Officer / Division Administrator to lead its Risk Management & Tort Defense Division. In this role you will provide leadership to a team of eleven staff, oversee commercial and self‑insured property/casualty programs, manage claims evaluation, and develop risk‑identification systems and loss‑prevention processes. Responsibilities Lead and coordinate the Division’s efforts to support state agencies and universities in managing risk and insurance programs. Develop and implement risk‑management strategies aligned with enterprise priorities across agencies, university systems, and insurance partners. Build strong relationships with stakeholders, balancing customer‑focused service with sound judgment to mitigate risk. Manage a diverse staff that includes claims, insurance, finance, and loss‑prevention personnel. Education and Experience • Bachelor’s degree in risk management, finance, business administration, public administration, or a related field. • Five or more years of experience in risk management, insurance program design, and claims management. • Prior leadership roles in the public sector or large, multi‑stakeholder environments. Alternate combinations of education, experience, and credentials will be considered on a case‑by‑case basis. Key Skills Manage a diverse staff and coordinate with legal staff. Apply claims, finance, HR, loss‑prevention, and insurance principles to emerging risks. Gather and analyze data, including management reports, legislative updates, and audit responses. Provide professional customer service. Plan, organize, research, and demonstrate strong attention to detail. Communicate clearly and concisely in writing and orally. Set priorities and manage time effectively. Establish and maintain effective working relationships. Review, understand, and consult with clients on various issues.
