911/Emergency Management Coordinator and Patient Transporter - 40 Hours/Week

This position is blended between Baraga County and Baraga County Memorial Hospital. REPORTS TO: This position reports to the Director of Quality and Risk with additional oversite by the County Administrator and Board Chair. 911 : Responsible for the administrative function of the 911 System under the direction of the County 911 Board. Carry out directives of the county 911 board and the board of commissioners. Assist in the development of the County 911 System. This person will be a liaison between the county 911 board, county commissioners and dispatch center. Must have good oral and written communication skills. Proficient in the use of Word, Excel, emailing and use of equipment to obtain GPS coordinates. Attend meetings related to 911 activities. Place, document and record fire number signs. Have a working knowledge of the EOC (Emergency Operations Center), radios and other equipment. Maintain an inventory of 911 equipment. This person will also maintain a budget, seek grants and prepare forms and documents. Emergency Management : Prepare and maintain a county wide program of Civil Defense and Emergency Preparedness in the four phases of Emergency Management: Mitigation, Preparedness, Response, and Recovery. In conjunction with State and Federal statutes; prepares, reviews and maintains county Emergency Operation Plans and all supporting plans. Works closely with Emergency Response agencies in the county and assesses shortfalls and strengths, while providing support to address identified needs. Assist businesses and agencies, both public and private, as they develop agency specific emergency plans and exercises. Work with local community units of Government, including, Local, State and Federal, and businesses to facilitate their development of agency specific emergency plans or engagement. Businesses include, but are not limited to, K-12 schools, universities, hospitals, and skilled nursing facilities. Work in conjunction with Michigan State Police (MSP) Emergency Management and Homeland Security Division (EMHSD). Attend meetings related to emergency preparedness activities. Take part in hospital emergency preparedness drills. Position Duties: Conduct and participate in exercises to assess community and agency readiness for emergencies. Prepare and maintain a county-wide program of Civil Defense and Emergency Preparedness for Baraga County. Develop and maintain the county’s Emergency Operations Plans, Hazard Mitigation Plans, resource manuals and other support plans. Conduct capability assessments, hazard analyses, and vulnerability assessments to maintain eligibility for the counties to participate in federal grants. Coordinate local, state and federal emergency response and recovery efforts in the event of a catastrophic event or disaster. In the event of a disaster, coordinate with the County’s Chief Elected Official and the Chairman of the County BOC to prepare declarations to submit to the Governor via the MSP – EMHSD in a timely manner to facilitate reimbursement for the costs of the disaster, up to a Presidential Declaration of Emergency. Maintain a close working relationship with representative of the local, county, and state units of government, including elected officials, and all agencies working within those units of government, including but not limited to, law enforcement, fire, EMS, public works, Health and Human service agencies and volunteers. Develop and distribute Emergency Management (EM) educational materials to the public, while working to educate the public regarding EM issues. Develop emergency notification capabilities to be able to notify all citizens of emergency conditions and situations, such as the Emergency Alert System and National Oceanic and Atmospheric Administration (NOAA) Weather Radio, as well as updating plans as appropriate. Investigate and evaluate Mass Notification systems for local and regional applications. Assist Incident Commanders (IC) on local emergency scenes in several areas, including but not limited to, logistical supports, such as, assess to Human Services, equipment, manpower, food, fuel, and communications – public information presentation and dissemination to media outlets. Assist K-12 schools, universities, hospitals, governmental agencies and businesses, both public and private, in developing response plans and exercises, as entities desire or statutorily required. Coordinate and track National Incident Management (NIMS) training and maintain records relevant to federal requirements for local and county units of government, including but not limited to, law enforcement, fire, medical first responders and EMS, to maintain eligibility to participate in federal grant opportunities, such as firefighters’ assistance grants and anon. Participate in Professional Emergency Manager (PEM) training for certification. Participate in continuing education training for professional enrichment and to satisfy requirements for PEM recertification. Develop state and federal work agreements and submit to EMHSD for review and approval, and submit quarterly work reports and financial statements to EMHSD for federal funding for our local county. Patient Transport : This person will provide non-emergency medical transport for surrounding community members who require assistance making their medical appointments. Attend meetings related to patient transport coordination and other related activities. Perform other duties as deemed necessary at Baraga County Memorial Hospital. You must possess a valid driver’s license as well as pass both a drug test and background check. Fingerprinting is also required. Current EMT license is preferred. Education and Experience for 911/Emergency Management Coordinator : Four-year degree in a technical field, public administration, or project management (preferred) Minimum of 2 years of experience in emergency management, public safety, or related field. Knowledge of emergency planning principles, hazard mitigation strategies, federal and state emergency management guidelines and requirements. Experience with public speaking and working with the media. Experience in problem solving. NIMS certification, or ability to obtain for the position. Must have a valid Michigan driver’s license. Must pass a background check. Ability to obtain additional certifications required for the position.
