Career Service Position Your Specific Responsibilities This position supports the Florida Department of Health in Holmes and Washington County Health Departments in response to health, medical emergencies resulting from terrorist acts, pandemics, hazardous material incidents or natural disasters. This is a sensitive position requiring fingerprinting and background screening. The employee will adhere to the Florida Department of Health Information Security Policies and Procedures and serve as key custodian for assigned areas. The position receives technical direction, project and tasking through the DOH-Holmes/Washington PHP Planning Consultant. Public Health Plans and Exercises Assist the PHP Planning Consultant in developing and reviewing Emergency Operations plans and annexes annually and in developing activities and exercises that increase Holmes Washington CHD’s abilities to prepare, respond, recover and mitigate man‑made or natural disasters. This may include one‑on‑one trainings, functional and full‑scale exercises and after‑action reports. Assess that preparedness expectations and deliverables are met and reported within the timeframes specified by the state program office. Public Health Preparedness (PHP) Workforce Development and Training Maintain records and assist with the coordination of mandated PHP related training. Maintain knowledge of the Incident Command System and the National Incident Management System. Coordinate trainings for staff as directed by the PHP Planning Consultant and the Regional Planner/Trainer. Public Health and Medical/Emergency Support Function (ESF-8) Partnership Establish and maintain working relationships with community response partners and public health and medical partners in each county. Respond during incidents to the Emergency Operations Center as an ESF-8 Liaison, working with Emergency Management and medical partners during an emergency to fill mission requests and other needs. Public Health Preparation and Response Provide assistance during natural or man‑made disasters in Holmes and Washington Counties. Serve as Planning Section Chief on a CHD Incident Command Team, Public Health Strike Team member or other duties as assigned by the CHD Administrator, Incident Commander or PHP Planning Consultant. Maintain Disaster Inventory Maintain disaster inventory in the Inventory Management System provided by the state program office. Inventory all disaster supplies on a schedule as directed by CHD management and the PHP Planning Consultant. Purchasing of Disaster Inventory Complete training as offered to allow for management and purchasing of disaster supplies. Purchase supplies as directed by the DH Planning Consultant. Safety Officer Serve as the County Health Department Safety Officer. Run required drills, conduct safety inspections and report to the state office. Keep the CHD Administrator advised of unsafe situations. Other Attend and actively participate in staff trainings, department meetings and quarterly staff meetings. Complete all required reports, including EARS, within the required timeframe. Participate in Public Health Preparedness Performance Management, QA/QI activities as assigned; and preparedness conference calls, workshops, interagency committees, trainings, conferences and similar activities relevant to public health preparedness. Perform other duties as assigned or required.
