We protect and secure Congress so it can fulfill its constitutional and legislative responsibilities in a safe, secure and open environment. Responsibilities The purpose of this position is to serve as theDirector for the USCP Howard C. Liebengood Center for Wellness (LCW). The LCW Director is responsible for thedevelopment and implementation of a holistic wellness and resiliency program insupport of the USCP workforce. The Director serves as an advisor to theExecutive Team and oversees the management and coordination of a comprehensivesuite of wellness programs. Thisincludes direction and oversight of programs that support physical, mental,financial and nutritional health management; peer support; spiritual guidance;and employee assistance for the Department’s sworn and professional staffemployees.The Director ensure the successful operations of the LCW. The incumbent will plan and organize assignmentsand delegate responsibility to subordinate supervisors to accomplish Center andDepartment priorities. The Director willeffectively develop and implement long-range strategic plans to ensurecontinuously available and effective employee assistance and Wellness programsthat address the mental and physical well-being of a diverse workforce, and toensure USCP's readiness for normal and emergency operations. The incumbent accomplishes the overallmanagement of day-to-day operations through a staff of team leads andspecialists and directs efforts to ensure that daily operations are executedand implemented appropriately and in a timely manner. The Director analyzes the effectiveness andefficiency of Center objectives and ensures that all programs are in compliancewith established federal, state, and industry standards and requirements.The incumbent will establish rapport and maintain relationships with outsideprofessionals working in the fields of physical health promotion, quality oflife, work-life integration, risk reduction, peer support, mental health andtrauma recovery. The Director will be required to attend and participate in hearings,meetings, conferences, and other forums as requested to deliver status reports,communicate priorities, give program updates, and present new ideas tostakeholders.The Director is responsible furthering the goals of equal employmentopportunity (EEO) by taking positive steps to ensure the accomplishment ofworkforce inclusion objectives and by adhering to nondiscriminatory employmentpractices. Qualifications In order to qualify, you must meet the education and/or experience requirements described below. For the CP-14 level you must have one year (52 weeks) of specializedexperience equivalent to at least the CP-13/GS-15. Specialized experienceis defined as experience which includes 1) determining the types of programsand services to be offered by an organizational element that provides wellnessand employee assistance programs, and the timing of service delivery; 2)evaluating issues to identify program weaknesses, gaps, and areas in need ofimprovement; 3) creating new policies and making changes to existing policiesand procedures to improve programs; 4) determining the need for research,studies and special projects designed to improve operations and expand servicesacross an entire organization, and 5)experience supervising EAPcounselors or other mental health professionals as well as training and/orprofessional experience in the area of physical health, wellness and/ormind-body medicine. Masters or Doctoral degree in a behavioral health field (including clinicalpsychology, social work, professional counseling or marriage and familytherapy), Health Psychology or Public Health. Independent clinical licensure inone of the above disciplines (M.D./D.O., Ph.D/PsyD, LCSW-C, LPC/LCPC, and/orLMFT) required. Licensure must be active and unrestricted and may be held inany of the 50 states, the District of Columbia or U.S. territories. CertifiedEmployee Assistance Professional (CEAP) credential or eligibility preferred. *Law enforcement or military work experience preferred.* All eligibility requirements must be met by the closing date of the vacancy announcement. Financial delinquency including collection accounts, liens, repossessions, or garnishments may be a basis for disqualification.Selective Service Registration -- Male applicants must provide verification of registration with the Selective Service System or must verify exemption from the Selective Service System registration because of age or military status. Female applicants are exempt from Selective Service System registration. Check -- Applicants' fingerprints will be submitted to the Federal Bureau of Investigation (FBI) for a check of their criminal history record.Background Investigation -- Must successfully complete all components of the USCP full field background investigation. There are few automatic grounds for rejection in the USCP background investigation process. Issues of misconduct, such as illegal drug use, arrests, or convictions, may not be automatically disqualifying. However, deliberate misstatements, omissions, or intentionally withholding required information at any phase of the hiring process will result in a candidate's disqualification regardless of the nature or reason for the misstatement or omission. The primary reason candidates fail a background investigation is due to deliberately withholding or omitting material facts. Providing false and/or misleading information may be grounds for removal from the application and selection process.
