The Office of Information Services (OIS) is a shared service provider for the Oregon Health Authority (OHA) and Department of Human Services (DHS). OIS provides the technology systems and services that support more than 11,000 OHA and DHS agency staff at local offices and facilities around the state. These systems and services help the two agencies determine client service program eligibility; provide medical, housing, food and job assistance; provide addiction, mental health, vocational and rehabilitative services; protect children, seniors and people with physical and/or developmental disabilities; process claims and benefits; manage provider licensing and state hospital facilities; and promote and protect the state public health.
OR-Kids is the State of Oregon's legacy child welfare information system which was originally implemented to comply with the SACWIS (State Automated Child Welfare Information System) Federal framework. SACWIS systems were single centralized systems designed to help case workers manage their caseloads through automation and comply with federal reporting requirements.
Oregon is in the process of transitioning OR-Kids into a new Federal framework known as CCWIS (Comprehensive Child Welfare Information System) that considers new child welfare practices and technologies. CCWIS will provide Oregon the opportunity to redesign the life cycle of child welfare and ultimately improve outcomes for children and families through better data interoperability, modularity, and data quality.
Oregon's CCWIS strategy is to retain its legacy system capabilities but to add new functionality through a combination of developing new modular components or using components developed by other states.
OIS seeks an experienced Application Developer 4 with the following expertise:

Full-time professional work experience in the development and support of Information Technology applications. Successful completion of an Information Technology Certification program, accredited college and/or graduate training may substitute for the required work experience.

Our primary criteria are the qualifications and experience of the proposed key person. Please propose your strongest candidate, at a rate less than or equal to the maximum.
Interviews will be conducted via Skype. Interview times will reflect Pacific Standard Time.
Due to circumstances beyond our control, we anticipate two weeks or more for the background check completion for the selected candidate.
Key Person shall initially work on site.
The selected key person could potentially telecommute, as agreed to between the Agency Authorized Representative and the key person. Any decision to allow telecommuting is made with the understanding that decision will be re-evaluated by the Agency Authorized Representative on a weekly basis. The key person should be available to work onsite within 24 hours' notice.
Telecommuting will be contingent upon the key person providing his/her own adequate computer, monitor(s), Internet connection, and telephone, and be readily available during normal working hours via phone, email or instant message. Access to Agency systems will be provided via Citrix Remote Desktop or similar software. No hardware or additional software will be provided at the key person's home site or his/her PC.
If the Agency Authorized Representative and key person agree to allow off-site work, the expectation is for that key person to work onsite as soon as the general workforce transitions back into the Agency workplace.
Work schedule is typically Monday - Friday, 8 AM - 5 PM Pacific Standard Time.

OIS seeks an experienced Application Developer 4 with the following expertise:
- Demonstrated knowledge in the handshake between interfacing systems to ensure proper reception and synchronization of records-specifically including experience developing and testing web services across multiple platforms.
- Previous experience in state or local Oregon government agencies or for Human Services organizations in other states.
- Demonstrated experience developing analysis and design documentation necessary for the construction, testing and implementation of identified tasks to be completed, working independently with minimal supervision and direction.
- Develop and deliver updates to the OR-Kids system user interface. This includes software code changes and documentation.
- Participate in sprint planning and review meetings with Authorized Agency's Solution Development & Delivery (SDD) OR-Kids team and provide feedback and advice on the overall work schedule, including identifying and recommending specific segments of work to be completed for the upgrade of the OR-Kids user interface.
- Complete and document changes, defect corrections, and server page modifications within the scope of this WOC
- Draft and deliver Technical Specifications documents and participate in daily and weekly planning and review meetings.
- Write and review the test plans and test scripts and make necessary changes as needed.
- Perform unit testing to ensure requirements are met and changed code works as specified.
- Follow Authorized Agency's existing requirements management, design, development and issue tracking processes and development standards (including naming conventions) during the course of performance.
- Follow Authorized Agency's existing processes using JIRA for tracking issues and Agile Scrum approach for development work.
- Document in the JIRA tracking system any issues identified in testing and their resolution taken to resolve the issues.
- Conduct unit, regression, and end to end system integration testing. This system integration testing will include testing the code changes within the application as well as system interface testing between the OR-Kids system and its interfaces.
- 10+ years of experience with Java 5+, JavaScript, Struts 1+ and M-SQL database
- State implementation experience with any of the SACWIS base systems developed by CGI
- Experience doing similar post-implementation modernization work at a state using a CGI SACWIS transfer system
- Experience using a Subversion software repository
- Experience using Jira for software development documentation
- Experience developing and executing software development test plans
