Assistant Director of Facilities

Assistant Director of Facilities General Statement of Duties: The Assistant Director of Facilities works under the direction of the Director of Facilities and Chief of Operations, assists with the day-to-day operation of the Facilities Department. The position directly supervises maintenance and custodial personnel with assistance from the Director of Facilities. The Assistant Director works closely with the Director to ensure district facilities are properly maintained, staffed, and operated, while providing additional management coverage throughout the district. Essential Duties and Responsibilities: • Assists the Director in supervising maintenance personnel, establishing daily work assignments and priorities, and overseeing maintenance work performed throughout the district. • Assists the Director with custodial operations, working through lead custodians to address staffing, cleanliness, building conditions, and operational needs. • Takes the lead in conducting routine building walkthroughs and inspections, with assistance from the Director, to identify maintenance, custodial, safety, and building-condition concerns and ensure appropriate follow-up. • Works a later shift two days per week, approximately 11:00 a.m.-7:00 p.m. or 12:00 p.m.-8:00 p.m., to provide management coverage, conduct building walkthroughs, and oversee evening custodial operations and maintenance personnel assigned to the evening shift. • Ensures all schools maintain up-to-date Safety Data Sheets (SDS) for the cleaning products and chemicals they use. • Responsible for preparing and submitting a report after each school walkthrough, documenting building conditions, concerns, and recommended corrective actions. • Assists the Director with personnel matters, including employee performance, discipline, union-related issues, grievances, recruitment, and interviews. Progressive discipline and other significant personnel actions require review and approval by the Director. • Assists with the maintenance and condition of district buildings and grounds, including coordination of maintenance personnel, outside contractors, and vendors as necessary. • Coordinates district-wide snow and ice operations, including personnel, equipment, plowing, pedestrian areas, building conditions, and removal of vehicles when necessary for proper snow removal. Assists the Director and district administration with weather-related school opening, closing, and delay decisions. • Oversees Facilities and custodial equipment, including maintenance and repair needs, outside repairs, and recommendations for equipment replacement. • Assists the Director if needed with regulatory and safety requirements, including fire and life-safety, Department of Health, facility inspections, corrective actions, and required employee safety, hazard communication, and asbestos awareness training. • Coordinates all Facilities operations associated with high school graduation, including personnel, stage construction, seating, equipment, setup, breakdown, and ensuring preparation is completed in time for graduation practices and rehearsals. • Participates in Facilities Subcommittee meetings and attends School Committee meetings as required, assisting the Director with Facilities-related information and follow-up. • Assists the Director with the annual Facilities budget and planning, including anticipated expenditures, maintenance and equipment needs, pricing, and cost estimates. • Assists the Director with facility emergencies and urgent operational issues and provides appropriate day-to-day operational coverage when the Director is unavailable or attending to other district responsibilities. • Monitors all alarm calls • Performs other Facilities-related duties as assigned by the Director of Facilities Operations. • Available 24/7 for emergency calls. Organizational Responsibility: The Assistant Director of Facilities works under the direction of and provides operational support to the Director of Facilities and Chief of Operations. The Director and Assistant Director work together and divide day-to-day operational responsibilities based on departmental needs and workload. The Director of Facilities retains overall responsibility, authority, and oversight for the Facilities Department and its operations. Education and Experience: • High school diploma or equivalent required. • Bachelor's degree preferred from an accredited college or university in Facilities Management, Construction Management, Engineering, Architecture, Business Administration, Public Administration, or a related field. • Demonstrated experience in facilities operations, building maintenance, custodial operations, construction, skilled trades, or a related field, preferably within a school district, municipal, institutional, commercial, or similarly complex multi-building environment. • Supervisory or management experience overseeing maintenance, custodial, trades, contractors, vendors, or other facilities personnel strongly preferred. • Experience utilizing computerized maintenance management systems (CMMS), work-order platforms, building management systems, or similar facilities-management technology preferred. • Experience working in a unionized environment and familiarity with collective bargaining agreements, progressive discipline, grievances, and employee performance management preferred. • Knowledge of building systems, including HVAC, electrical, plumbing, roofing, fire/life-safety systems, building envelopes, grounds, and custodial operations. • Knowledge of applicable workplace safety, environmental, fire, health, and building regulations and the ability to coordinate inspections, corrective actions, documentation, and regulatory compliance. Preferred Certifications and Specialized Training: The following certifications, licenses, or specialized training are preferred and will be considered valuable qualifications for the position: • Building Operator Certification (BOC), Level I and/or Level II, or comparable building-operations/energy-management certification. • Asbestos Competent Person training/certification appropriate to assigned responsibilities, along with applicable AHERA asbestos-awareness and management training for work in K-12 school facilities. • OSHA 30-Hour General Industry or Construction Safety certification. • Certified Facility Manager (CFM) or Facility Management Professional (FMP) through the International Facility Management Association (IFMA), or comparable professional facilities-management credential. • Building systems, HVAC, energy-management, or building-automation training/certification. • Fire and life-safety, hazard communication, confined-space, lockout/tagout, fall-protection, and other applicable occupational-safety training. • Lead-safe work practices, lead awareness, or other environmental hazard-management training applicable to public-school facilities. • Indoor air quality, mold/moisture management, or environmental health and safety training. • Valid trade license or certification in HVAC, electrical, plumbing, construction, building operations, or another facilities-related discipline is desirable but not required. • Other recognized facilities, construction, energy-management, occupational-safety, or environmental compliance credentials relevant to the responsibilities of the position. Licenses and Other Requirements: • Valid driver's license and ability to travel between District facilities as required. • Ability to maintain a flexible work schedule, including regularly scheduled evening coverage and availability for after-hours emergencies, severe weather events, snow and ice operations, and other urgent District facility needs. • Ability to respond to District facilities during emergencies within a reasonable timeframe. • Must successfully complete all employment, background-check, and other requirements applicable to employment within the Pawtucket School Department. • Must maintain required certifications and complete District-directed safety, regulatory, emergency-management, and professional-development training. • Candidates who do not possess certain preferred safety or facilities certifications at the time of appointment may be required to obtain designated certifications within a timeframe established by the District.
