Development Services Coordinator

The City of Cayce is seeking a detail-oriented and highly motivated Development Services Coordinator to join our Planning and Development Department . This position plays a key role in supporting planning & zoning, economic development, business services (business licensing, accommodation & hospitality tax collections), building services (plan review, permitting & inspections), and code compliance across all functions of the department . Position Overview: Under the general supervision and direction of the Director of Development Services, the Development Services Coordinator performs comprehensive administrative, technical, and operational support duties across all functions of the Planning and Development Department . The position serves as a central point of contact for citizens, developers, contractors, and business owners, ensuring high-quality customer service, consistent workflow efficiency, and compliance with local ordinances and state regulations . Key Responsibilities Planning & Zoning Support: Assist primary planning staff with processing land use, zoning, and planning applications; ensure complete intake documentation; serve as administrative support for zoning ordinance inquiries; maintain tracking systems and official filing records; and compile public notices, agendas, and background materials for board and commission meetings . Economic Development Support: Assist the Director with economic development initiatives, business retention/expansion efforts, and special community projects; serve as a point of contact for prospective businesses regarding demographic, zoning, and site data; and participate in department marketing, community outreach, and public presentations . Business Services Support: Assist with processing and tracking Business License applications, renewals, and closures; support fee administration and receipt logging for Business Licenses, Accommodation Taxes, and Hospitality Taxes; conduct preliminary application/remittance compliance checks; and verify subcontractor licensing compliance . Building Services Support: Serve as a primary customer service contact for building and development inquiries; assist with permit intake and administration; coordinate with plans examiners and building inspectors; and maintain organized systems for permit files, field inspection reports, blueprints, and construction drawings . Code Compliance & Departmental Support: Provide technical analysis of potential violations related to business licensing, permitting, and zoning; serve on assigned staff committees; and provide cross-departmental administrative support as needed . Minimum Qualifications Bachelor’s Degree in Business Administration, Public Administration, Urban Planning, or a related field (equivalent combination of education and experience may be considered) . Strong time management, organizational, and customer service skills with high attention to detail . Ability to communicate effectively, both orally and in writing, with business owners, developers, property owners, supervisors, employees, and the general public . Ability to interpret and apply ordinances, regulations, and policies accurately and consistently . Ability to perform multi-task operations with frequent interruptions, exercise critical thinking, and use independent judgment . Preferred Qualifications Master’s Degree in Public Administration . Experience in planning, zoning, economic development, business licensing, or revenue collection within a municipal environment . Thorough knowledge of municipal business licensing procedures, tax collection practices, and experience with South Carolina Business License Standardization Act requirements . Experience processing and tracking permits through the complete lifecycle (application, plan review, and inspections) . Certification in Municipal Business Licensing, Planning, Permitting, Economic Development, or a related field . Experience using municipal software systems. Work Environment: This position primarily works in a professional office environment and requires: Frequent sitting, walking, standing, reaching, handling, and administrative tasks . Reviewing and analyzing detailed regulatory, financial, and development records . Frequent computer use, data handling, and maintaining organized blueprint and permit files . Direct engagement and collaboration with City staff, contractors, business owners, governmental entities, and the general public . Participation in community outreach, public relations, and public presentations as needed .
