Licensed Clinical Program Manager – Outreach & Housing Services

Location: Chatsworth, CA (Multiple Sites / Field-Based)
Job Type: Full-Time | Exempt | Management

Schedule: Monday - Friday, 9am - 5pm

Required Licensure: LCSW, LMFT, or LPCC

Compensation: $115k - $125k (depending on experience) + benefits

Position Overview

Hope the Mission is seeking an experienced Licensed Clinical Program Manager to oversee clinical services supporting individuals experiencing homelessness throughout Los Angeles County.

This leadership position oversees outreach teams and Intensive Case Management Services (ICMS), helping individuals access mental health treatment, substance use services, housing resources, and ongoing support.

The ideal candidate is a California-licensed LCSW, LMFT, or LPCC with strong clinical supervision, program management, and crisis intervention experience.

Key Responsibilities

• Oversee daily clinical operations for street outreach and permanent supportive housing programs.
• Provide clinical supervision, guidance, and support to case managers, behavioral health staff, and multidisciplinary teams.
• Conduct clinical chart reviews, case consultations, and team meetings to ensure quality care.
• Support staff in managing complex cases involving homelessness, mental illness, substance use disorders, and crisis situations.
• Ensure programs follow Los Angeles County contract requirements, documentation standards, and HIPAA regulations.
• Monitor program performance, budgets, staffing, and service delivery.
• Collaborate with County agencies, healthcare providers, housing partners, and community organizations.
• Provide clinical guidance during emergencies and participate in an on-call crisis response system.

Required Qualifications

• Active California LCSW, LMFT, or LPCC license (required).
• Master's degree in Social Work, Psychology, Counseling, or a related field.
• Minimum 2 years of post-licensure experience.
• Minimum 2 years of behavioral health or mental health experience.
• At least 1 year of relevant experience in program oversight, case management, staff supervision, crisis response, contract compliance, budgeting, and supportive service coordination.
• Strong clinical assessment, crisis intervention, leadership, and communication skills.
• Valid California driver's license and reliable transportation.
• Ability to travel throughout Los Angeles County (approximately 50% of working hours).

Preferred Qualifications

• Previous experience supervising clinical teams or case managers.
• Experience working with individuals experiencing homelessness, serious mental illness, or co-occurring substance use disorders.
• Background in street outreach, supportive housing, or County-funded ICMS programs.
• Qualified to supervise BBS-registered associates (ASW, AMFT, APCC).
• Familiarity with trauma-informed care, harm reduction, Housing First practices, and HMIS documentation.
