Programmer Analyst

POSITION SUMMARY

The Programmer Analyst provides technical programming systems analysis and data support services for Legal Programs and the Executive Office for United States Attorneys (EOUSA). The position is responsible for analyzing user specifications and requirements developing and maintaining programs reviewing and analyzing data and supporting reporting and data integrity initiatives. The Programmer Analyst works on large-scale and complex projects requiring the ability to independently analyze requirements develop technical solutions test and troubleshoot programs and maintain accurate technical documentation. The position also supports the development and maintenance of spreadsheets tracking tools and management reports used to monitor assignments analyze information and support operational decision-making. The successful candidate must demonstrate strong analytical skills attention to detail technical proficiency and the ability to communicate professionally with Legal Programs management USAO personnel Government personnel and office staff.

ESSENTIAL DUTIES AND RESPONSIBILITIES Analyze user specifications business requirements and technical requirements to determine appropriate programming and system solutions. Encode develop test debug and document programs supporting large-scale and complex projects. Revise maintain and update existing programs and associated technical documentation as requirements change. Retrieve compile and analyze data and information from multiple sources. Create and manipulate spreadsheets reports trackers and other displays to monitor assignments and support the review and analysis of management information. Perform quality control reviews to ensure the accuracy completeness and integrity of programs data reports and related work products. Identify technical or data-related issues and assist with developing appropriate resolutions. Maintain clear and accurate program process and technical documentation. Manage multiple assignments while meeting established project deadlines and quality standards. Communicate in a professional and courteous manner with Legal Programs management USAO personnel other Government personnel and office staff. Work independently while collaborating effectively with supervisors technical staff and other team members. Adhere to all applicable Legal Programs and EOUSA professionalism and conduct requirements. Perform other related duties within the scope of Data Integrity and Analysis support services as assigned by the Contracting Officer (CO) or their designee.

QUALIFICATIONS KNOWLEDGE AND SKILLS Required Qualifications: Possess a bachelors degree in a related area or a recognized certification relevant to the task area. An associates degree plus an additional two years of relevant work experience or an additional four years of relevant work experience may be substituted for the degree requirement. Four (4) to six (6) years of experience in the field or in a related area performing systems analysis development and implementation for business mathematical engineering or scientific settings using a variety of information technology resources. Experience analyzing user specifications and requirements and translating them into technical solutions. Experience developing testing debugging maintaining and documenting programs. Experience retrieving and analyzing data and information from multiple sources. Experience creating and maintaining spreadsheets reports and data-tracking tools. Knowledge & Skills: Ability to work independently and efficiently with guidance from a supervisor and team members. Ability to retrieve compile and analyze data and information from multiple sources. Strong attention to detail and knowledge of quality control techniques to ensure accuracy. Ability to deliver a high-quality product while working under pressure and meeting deadlines. Strong systems analysis problem-solving organizational and time-management skills. Ability to communicate technical information clearly to technical and non-technical stakeholders. Excellent written and oral communication skills. Ability to work professionally and collaboratively with Government personnel management clients and team members. Proficiency with spreadsheet applications and other tools used for data analysis reporting and assignment tracking. OTHER SPECIFICATIONS Must maintain professionalism and comply with all Legal Programs and EOUSA conduct requirements. Must appropriately handle Government information and data in accordance with applicable policies and procedures. Must be able to work independently and collaboratively in a deadline-driven environment. Candidates must successfully complete all applicable background investigation and security requirements.
