Senior Program DirectorECC is seeking candidates for a Senior Program Director position. The Senior Program Director will lead and expand ECC's portfolio of federal construction and infrastructure programs in the United States and assigned international regions. This executive role is responsible for defining and executing program strategies, ensuring compliance with federal contracting requirements, and delivering complex, multi-project construction programs aligned with ECC's long-term business objectives.The Senior Program Director provides enterprise-level leadership across program delivery, client engagement, risk management, and financial performance, while driving operational excellence in both domestic and global markets. In this position you will:Provide executive leadership and strategic direction for large-scale federal construction programs and portfolios, ensuring alignment with ECC objectives and client mission requirementsDirect the successful execution of programs across all phases, including planning, design, construction, and closeout, with accountability for technical, cost, schedule, and compliance performanceOversee multiple concurrent projects across U.S. and international regions, ensuring delivery meets federal acquisition regulations (FAR), agency standards, and contract requirementsLead, mentor, and develop senior program managers and project leadership teams to achieve operational and strategic goalsServe as the primary executive interface with federal clients, international stakeholders, and partner organizations, maintaining strong relationships and ensuring client satisfactionDrive financial performance by managing program budgets, forecasting revenue, and optimizing direct and indirect costs to sustain profitability and growth targetsEstablish and enforce governance frameworks, internal controls, and risk management practices to minimize legal, financial, and operational exposureEnsure compliance with all applicable U.S. federal, host-nation, and international construction standards, environmental regulations, and safety requirementsLead business development support activities, including capture strategy, proposal reviews, and expansion into new federal and global marketsPromote a culture of safety, quality, and continuous improvement across all program activitiesIn addition to the accountabilities above, other responsibilities, tasks, and deliverables may be assigned to the incumbent of this position.RequirementsDemonstrated success leading large, complex federal construction or infrastructure programs, including multi-site and international projectsProven ability to develop and implement strategic program initiatives that address complex operational and client challengesExecutive-level communication and negotiation skills, with the ability to influence senior government officials and stakeholdersStrong leadership experience managing senior-level staff and cross-functional teams in a matrixed environmentExperience interfacing with executive leadership to secure resources, align priorities, and drive performance outcomesProficiency with Microsoft Office Suite and enterprise project management systemsMinimum 15 years of related experience, including at least 5 years in senior program or project leadership roles within federal construction or government contractingTravel required: Willingness and ability to travel up to 50%, including international assignments of varying durationEducation: Bachelor's degree in Engineering, Construction Management, or a related discipline; equivalent experience may be consideredPreferred QualificationsExtensive experience managing programs for U.S. federal agencies (e.g., DoD, USACE, DOE, State Department, or similar)Strong working knowledge of Federal Acquisition Regulations (FAR), DFARS, and international contracting environmentsExperience delivering projects in overseas or contingency environments, including coordination with host-nation requirementsBackground in environmental remediation, infrastructure modernization, or complex construction in regulated environmentsRelevant certifications such as PMP, CCM, or PE preferredAdvanced graduate degree in business, engineering, construction management, or a related field (e.g., MBA, M.S.)ECC targeted base salary range is $225,000 to $250,000 annually.
