Position Location This position will be located onsite at the MacDill AFB in Tampa, Florida. Job Overview The incumbent will provide highly technical Subject Matter Expert (SME) support to Operations Flight technicians, supervisors and managers, Government engineers, technical experts, and leadership. Conduct professional expert assessments through visual and technical inspections during walk‑throughs to support condition assessments for support capital investments and strategic decision‑making. Take photographs for documentation, review and make recommendations on construction papers, and search for deficiencies. Develop craft‑specific cost estimates and create detailed Bill of Materials (BOMs). Input data into appropriate government databases. Responsibilities Essential Job Duties: Responsible for an asset lifecycle management portfolio containing all AF‑owned roads, bridges, parking lots, curb and gutters, traffic signals, signage, marking, sidewalks, walkways, rail systems, final denial barrier (FDB), FDB control systems, FDB supporting safety systems, and docks including traffic management and planning. Identify and accurately document current pavement conditions and deficiencies. Recommend actions for correcting all deficiencies, including cost estimates as well as recommended improvements. Incorporate pre‑existing Facility Condition Assessment Data. Provide timely and detailed reports and accurate data sheets for pavements. Use appropriate mobile technology to document components encountered during assessments and provide justification for determination of the physical condition. Ensure asset condition data (e.g., facility condition data, pavement condition data, RPIE condition data) collected in authorized IT system (e.g., IWIMS, ACERP, ACESPM, BUILDER, NexGen) or other approved tool (e.g., S‑File, A‑File, I‑File) and visible for activity assets. Review SOW, contract specifications, RFPs, for facilities electrical construction/repair projects to ensure the government receives mission‑capable, high‑performing warrantied products. Perform assessments of pavements using professional expertise and judgment to determine physical condition and conformance with specifications and codes. Organize and file hard copy and electronic folders and documents. Other duties as assigned. Key Responsibilities: Effectively coordinating several projects simultaneously. Communicating effectively orally and in writing. Completing all mandated training requirements per government and management directives. Timely and cost‑effective performance of duties. Dealing with a variety of people in a professional, courteous manner in diversified situations. Adherence to established company operating policies, procedures and accepted industrial practices. Compliance with company Standard Operating Procedures and Personnel policies and procedures. Embraces and contributes to the parent company’s safety culture. Having the ability to work well under pressure. Knowledge of construction management software, project closeout procedures, preventive maintenance, construction and repair terminology and processes. Job Requirements Mandatory: High school diploma or equivalent. Five (5) years of experience working in a service and maintenance position in the HVAC field and experience with HVAC systems 200 tons or larger. Licensed in accordance with Florida state law unless under the direct supervision of a technician having the appropriate licensure in accordance with Florida State law. Carrier SER 28, SER 120, SER 130, SER 270 and SER 275 training courses. Minimum of five (5) years of maintenance, repair and engineering facility experience related to the specific Activity Management Plan (AMP) responsibilities assigned to perform. Must be able to identify in the field common site civil, mechanical, electrical, and fire system components, understand how they function and operate, and have experience planning or performing maintenance, improvements, or repairs. Must possess applicable building code and life safety knowledge to provide assessment services. Shall have at least three (3) years of experience working in a military environment and familiarity with Air Force Civil Engineering guidance, rules, and regulations. Experience using Microsoft Office applications. Experience performing facility assessments and Real Property Installed Equipment (RPIE) condition assessments and at least one year of experience working with data from geospatial databases. Familiarity with current Air Force Real Property and linear segmentation guidance. On‑call as needed. Active Secret Security clearance. Ability to acquire and maintain government identification/common access card. Valid state Driver’s License with acceptable driving record pertinent to the position. Ability to successfully pass any background checks and/or drug testing required on the contract. U.S. Citizenship. Ability to obtain access to U.S. Government Installations through the Defense Biometric Identification System (DBIDS). Preferred: Work experience supporting a military base or civilian installation. Working Conditions Work is performed indoors and outdoors. Outdoor work is subject to temperature extremes and inclement weather conditions. Subject to hazards that may cause personal bodily harm, diseases, cuts, bruises, burns, dust odors, and elevated noise levels. Tasks may be performed in uneven, inclined, hard and soft‑carpeted surfaces/floors, cement structures and surfaces. Physical Requirements Ability to use tools, equipment, chemicals, etc. to perform essential functions of the job. Ability to use standard office equipment/tools as may be required for the position (computer, phone, copy machine, hand‑held radio, etc.) While performing duties of this job, the employee is occasionally required to stand and/or walk for long periods at a time, sit, use of hands and fingers, handle or feel objects, tools or controls, reach with hands and arms, climb stairs, climb ladders, balance, stoop, kneel, crouch or crawl, talk or hear, or smell. The employee must occasionally lift and/or move up to 50 pounds and follow safe lifting procedures. Specific vision abilities required by the job include close vision.
