The AML/CFT BaaS Oversight leadership job family provides people, operational, and strategic leadership for teams responsible for anti-money laundering/combatting the financing of terrorism oversight activities within the Banking-as-a-Service environment. These roles lead AML BaaS Oversight analysts in the planning, due diligence and selection, contracting, ongoing monitoring, and termination phases of BaaS Oversight.

Scope progresses by level from supervising day-to-day analyst execution and reinforcing quality, consistency, and accountability, to managing teams and workflow, to leading managers or complex workstreams, and ultimately to directing the function and setting long-term oversight strategy. Across all levels, leaders in this family are accountable for developing team capability, strengthening procedures and controls, supporting audit and examination readiness, collaborating with cross-functional stakeholders, and enabling responsible growth within the bank's risk appetite.

AML/BaaS Oversight Manager

• Manage a team of AML BaaS Oversight analysts responsible for executing partner oversight, monitoring routines, documentation review, issue tracking, and related AML/BaaS control activities.
• Set team priorities, allocate resources, and oversee workload distribution to ensure timely, accurate, and risk-based execution of required oversight responsibilities.
• Establish quality expectations for analyst work products, review escalated matters, and ensure findings, recommendations, and follow-up actions are well-supported and appropriately documented.
• Lead team execution of BaaS partner oversight routines, including periodic reviews, remediation follow-up, evidence collection, issue aging, and preparation of materials for management review.
• Identify trends, process gaps, control concerns, or recurring issues across analyst work and partner with leadership to implement practical improvements that strengthen consistency and scalability.
• Coach, develop, and manage performance of analysts by setting expectations, providing regular feedback, supporting skill growth, and reinforcing accountability for quality execution.
• Serve as a primary point of coordination with compliance, risk, operations, business, and partner-facing teams to resolve issues and support effective execution of oversight obligations.
• Support audit, examination, and internal review readiness by ensuring team records, evidence, procedures, and open items are complete, current, and organized.

AML/BaaS Oversight Senior Manager

• Lead one or more teams of AML BaaS Oversight analysts and/or team leaders responsible for complex partner oversight, financial crimes risk review, issue management, and control execution.
• Translate functional priorities into team goals, operating routines, and execution plans that support regulatory readiness, effective risk management, and sustainable BaaS oversight practices including, but not limited to:
• The identification of key outsourced activities (planning phase);
• The review and assessment of documentation and/or artifacts to support a risk assessment of a partner control environment in alignment with Bank standards for outsourced BSA/AML/OFAC activities (due diligence phase).
• Communicate issues and work on corrective action plans with BaaS business line and prospective partner (due diligence, selection, and ongoing monitoring phases)
• Establish appropriate contract requirements to ensure effective oversight of Partner BSA/AML/OFAC outsourced activities (contracting phase).
• Perform ongoing monitoring of all BSA/AML/OFAC activities outsourced to respective partners. Ensure outsourced activities are performed in accordance with Bank standards. Document and monitor identified issues. Track issues through resolution and validation. Update partner and product risk assessments with understanding of risks and partner controls related to applicable outsourced BSA/AML/OFAC activities. Review partner business changes (product, people, process, tools) for impact to BSA/AML/OFAC standards. Update risk assessments accordingly. Review partner response to reg changes and assess impact to BSA/AML/OFAC standards (ongoing monitoring phase).
• Effectively communicate BSA/AML/OFAC requirements to be included in partner termination plans. Execute on project plan tasks to ensure effective termination of partner relationship (termination phase).
• Oversee quality, consistency, and risk-based judgment across analyst work products, escalations, findings, remediation tracking, and leadership reporting.
• Lead review of higher-risk partner, customer, transaction, product, service, geography, and operational matters, ensuring material concerns are evaluated, escalated, and addressed appropriately.
• Develop managers, supervisors, and senior analysts by providing coaching, performance guidance, technical direction, and support for complex or ambiguous AML/BaaS oversight scenarios.
• Drive process, control, documentation, and workflow improvements that enhance oversight effectiveness, scalability, consistency, and accountability across the team.
• Represent the function in cross-functional forums, audit and exam preparation, remediation discussions, and governance routines by providing clear updates, risk-based recommendations, and execution status.
• Promote a high-performing, risk-aware team culture focused on sound judgment, continuous improvement, accountability, and partnership across compliance, risk, operations, and business stakeholders.
• Conduct regular one-on-ones to align cultural & business objectives, prioritize the most important work and coach to high performance.
• Facilitate execution through effective situational leadership tools.
• Support engagement and action by listening to team member feedback what's working, what's not support them in initiating and executing positive changes and provided them with adequate resources.
• Support in the team members professional and personal.
• Catch team members being approximately right through timely, individualized recognition.
• Promote collaboration and face to face interaction.

Requirements

AML/BaaS Oversight Manager

• Minimum of 4 years of relevant experience in AML, BSA, financial crimes compliance, risk, fraud, operations, BaaS oversight, or a related regulated environment.
• Bachelor's degree or equivalent work experience.
• Prior experience supervising, managing, or formally leading analysts, specialists, or operational teams responsible for compliance, risk, monitoring, review, or control activities.
• Working knowledge of AML, BSA, KYC, CDD, EDD, transaction monitoring, issue management, quality review, and related control or oversight practices.
• Experience setting team priorities, assigning work, monitoring workload, reviewing escalated matters, and ensuring timely completion of required oversight activities.
• Ability to coach, develop, and manage performance of team members while reinforcing documentation quality, sound judgment, accountability, and procedural consistency.
• Experience coordinating with cross-functional stakeholders to resolve routine issues, support remediation, gather information, and sustain effective oversight execution.
• Strong analytical, organizational, communication, and problem-solving skills, with the ability to lead multiple priorities in a dynamic regulatory environment.

AML/BaaS Oversight Senior Manager

• Minimum of 6 years of relevant experience in AML, BSA, financial crimes compliance, risk, fraud, operations, BaaS oversight, or a related regulated environment.
• Bachelor's degree or equivalent work experience; relevant certification or advanced degree preferred.
• Demonstrated experience leading teams, supervisors, managers, senior analysts, or complex workstreams within AML, financial crimes, risk, operations, or regulated oversight functions.
• Strong knowledge of AML, BSA, KYC, CDD, EDD, transaction monitoring, issue management, risk-based oversight, quality assurance, and governance practices; BaaS or partner oversight experience preferred.
• Experience translating functional priorities into team goals, operating routines, staffing needs, quality expectations, and execution plans.
• Ability to evaluate complex escalations, identify material risks or control gaps, and guide leaders or analysts toward practical, risk-based recommendations and remediation actions.
• Experience supporting audits, examinations, regulatory responses, or remediation activities through leadership reporting, evidence preparation, issue tracking, and cross-functional coordination.
• Ability to develop leaders and senior analysts through coaching, performance guidance, technical direction, and support for complex or ambiguous oversight scenarios.
• Strong communication, analytical, influencing, and change leadership skills, with the ability to synthesize complex information for a range of stakeholders.

Travel Requirement

This position requires some travel to support business needs, including team collaboration, internal trainings, and cross-functional initiatives. The frequency and duration of travel will vary based on organizational priorities and team needs.
