Special Assistant to the Executive Counsel (Executive Management Officer)

Overview The Division of Administration/Office of the Commissioner has an open vacancy for a senior‑level advisor and special assistant to the Executive Counsel of the Division of Administration (DOA). This position serves as an independent advisor, performing highly responsible work requiring judgment, discretion, and a thorough understanding of legal, legislative, and administrative processes. The Division of Administration is the state government’s management arm and hub of its financial operations, overseeing a wide variety of activities: state capital construction, community development grants, state budget development, technology services, procurement guidance, and federal funding programs for hurricane recovery. Qualifications Six years of experience in administrative services; OR Six years of full‑time experience in any field plus three years of experience in administrative services; OR A bachelor's degree plus three years of experience in administrative services; OR An advanced degree or a Juris Doctorate plus two years of experience in administrative services. Experience Substitution: Every thirty semester hours earned from an accredited college or university will be credited as one year of experience toward the six years of full‑time work experience in any field. The maximum substitution allowed is 120 semester hours, which substitutes for a maximum of four years of experience in any field. Job Duties Provides high‑level operational and policy support to the Executive Counsel, exercising delegated authority in coordination and execution of complex and sensitive matters. Coordinates and facilitates the development, review, and implementation of initiatives and projects within the Executive Counsel’s purview, conducting legal and policy research, analyzing information, and preparing summaries, briefings, and draft documents. Serves as a key liaison between the Executive Counsel and internal leadership, state agencies, elected officials, and representatives of other state and local agencies. Supervises and directs administrative and operational functions for OGC, ensuring alignment with agency policies and regulatory requirements, and provides oversight of employees responsible for budgetary actions, expenditures, purchasing, and contract‑related processes. Oversees human‑resources related functions, including recruitment coordination, onboarding, performance planning, and training compliance. Leads the periodic review and update of OGC rules and other rules published by OGC, drafting revisions, coordinating with the Office of State Register and OGC for publication, and ensuring alignment with legislative intent and operational realities. Directs the preparation, review, and distribution of required DOA reports, including the Act611 Report and the Act204 report for the Legislature. Coordinates and facilitates legislative bill tracking activities within the Commissioner’s Office, ensuring accurate and timely monitoring of legislation impacting the Division of Administration. Monitors reporting, audit readiness, and compliance activities, advising executive leadership of OGC on operational status and recommending corrective actions.
