Compensation: $110,000 - $125,000

Position Overview WisEngineering, LLC is currently seeking a dynamic, highly motivated Financial Analyst to support a key government program at the DEVCOM Armaments Center (AC) at Picatinny Arsenal! We are looking for an analytical professional who brings a strong blend of financial processing, cost analysis, and expertise in the DoD Planning, Programming, Budgeting, and Execution (PPBE) lifecycle.

This fully on-site role offers a unique opportunity to contribute directly to financial management, program analysis, and cost optimization within a fast-paced government contracting environment. The ideal candidate possesses strong foundational accounting skills, high analytical aptitude, expert-level Excel capabilities, and a proven track record of managing program funds and budgets. Key Responsibilities

• PPBE & Budget Execution: Actively participate in the PPBE process, providing robust qualitative and quantitative analysis of program effectiveness. Track and monitor program funds, evaluate budget justifications, and ensure accurate fund execution.
• Comprehensive Financial Analysis: Perform deep-dive variance analysis, financial forecasting, and budget reviews. Generate custom reports for management, assessing customer funding availability and overall financial health.
• Cost Analysis & Modeling: Provide cost analysis support for evaluating cost estimates and trade studies. Develop models for Economic Analyses (EAs), Cost Benefit Analyses (CBAs), and Business Case Analyses (BCAs).
• Financial Tracking & Reconciliation: Manage unliquidated obligations (ULOs), track open commitments, process disbursements, and monitor daily financial transactions to maintain audit readiness.
• Advanced Data Management: Develop and maintain advanced Microsoft Excel tools (including pivot tables, macros, and complex formulas) to streamline reporting and synthesize large financial datasets.
• System Support & Operations: Utilize Department of Defense financial systems to prepare, analyze, and update financial documentation. Investigate discrepancies, identify root causes, and resolve complex billing or funding data errors.
• Collaboration: Work closely with cross-functional team members, program managers, and government staff to ensure accurate reporting, smooth operational workflows, and the documentation of program milestones.

Qualifications & Requirements

• Education: Bachelor's degree in Finance, Accounting, Economics, or a closely related business field.
• Experience: 35 years of professional, post-degree financial analysis, budget tracking, or accounting experience.
• PPBE Expertise: Demonstrated experience and understanding of the DoD PPBE process, including budget formulation, justification, and execution.
• Technical Skills: Expert-level Microsoft Excel skills (macros, formulas, data manipulation, and forecasting techniques) and strong quantitative/qualitative analytical skills.
• Core Attributes: High learning agility, exceptional attention to detail, strong problem-solving abilities, and an easy-going, cooperative temperament focused on team harmony.
• Systems Experience: Hands-on experience with ERP/Accounting Software (QuickBooks, Oracle, SAP, or similar).
