Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: The installation rests in the beautiful 'hill and lake' country of Central Texas between Killeen and Copperas Cove and is approximately 60 miles north of the capital city of Austin, 50 miles south of Waco, 160 miles south of Dallas, and 150 miles north of San Antonio.

Duties

Help

• Serves as Chief, Environmental Division and senior staff consultant exercising full regulatory oversight and operational control over all environmental program requirements at a large multi-mission installation.
• Directs and mandates the installation-wide Environmental Program in consonance with applicable Department of Defense directives, U.S. Executive Orders, and Headquarters, Department of Army (HQDA) policies and regulations.
• Exercises regulatory oversight and operational control over environmental compliance for all tenant units, industrial operations, and training missions.
• Dictates the operational parameters required to maintain legal compliance with the Clean Air Act, Clean Water Act, RCRA, and NEPA.
• Directs the Energy Conservation and Management Program and natural resource control programs.
• Serves as the installation and Senior Commander's primary representative and technical authority in direct negotiations with the Environmental Protection Agency (EPA), State Department of Environmental Quality, and local municipal authorities.
• Acts as the ultimate technical authority for the installation on unprecedented or highly sensitive environmental crises.
• Independently resolves critical environmental conflicts where no clear regulatory cedent exists.
• Briefs the Senior Mission Commander (General Officer) and Garrison Commander directly on high-risk liabilities, bypassing intermediate organizational layers.
• Exercises authority over the Environmental Division engaged in execution of the full spectrum of the Army Environmental Program (to include environmental compliance, pollution prevention, installation restoration, and conservation programs).
• Develops multi-year strategic plans, forecasting long-range budget requirements, contract acquisitions, and staffing needs to support future mission expansions.

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
• Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 11. While probationary the incumbent can be terminated with limited appeal rights.
• This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
• This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
• This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.

In order to qualify, you must meet the experience requirements described below. You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes ensuring compliance with environmental laws; conducting environmental impact analyses; and creating budget requirements for environmental programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service ( GS-13).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted.
