Overview Job Title : Government Relations & Policy Counsel Reports To : AMRPA President FLSA Status : Exempt Location : Washington, DC Salary Range : $175,00-210,000 To Apply : Send resume to Kate Beller at View email address on click.appcast.io General Purpose of the Position The American Medical Rehabilitation Providers Association (AMRPA) seeks candidates to fill the AMRPA Government Relations and Regulatory Policy Counsel. This position is responsible for developing and pursuing the Association’s policy agenda at the federal level, focused on health care issues of interest to the medical rehabilitation industry. The position requires the ability to work with internal colleagues, outside counsel, the Association’s volunteer leadership and hospital provider members, and government stakeholders, as well as the patient, consumer, and scientific communities in Washington, DC. This position reports directly to the AMRPA President. Responsibilities Lead, in consultation with the AMRPA Board, President, outside counsel, and AMRPA staff team, the development and implementation of the Association’s annual policy priorities. Monitor, analyze, and evaluate relevant proposed health care legislation, federal rules, and state regulations, and recommend organizational positions. Draft testimony, letters, and regulatory comments with a focus on issues impacting the IRF field and related federal health care programs. Attend and report on select Congressional proceedings, as well as meetings of regulatory agencies and independent advisory bodies. Create and maintain strong relationships with health care and patient organizations and advocacy coalitions. Serve as Association’s representative in various Congressional, regulatory, and coalition meetings, and participate in other meetings as assigned. Draft articles for the Association’s weekly newsletter and other publications on issues in the Association’s dockets. Draft letters, memoranda, alerts, and reports for use within the Association as well as with outside entities. Review relevant business associate agreements and advise Association leadership staff on substantive amendments or member negotiations. Respond to inquiries from Association members and from the public. Attend and participate in Association meetings and conferences. Work with outside counsel and other contractors on regulatory and legislative issues impacting payment, coverage, and other IRF matters. Work with communications and other staff on press and media outreach on issues pertaining to the Association’s policy agenda. Assist with direction of AMRPA’s Political Action Committee and manage/oversee Association’s federal compliance filings, including lobbying disclosures and Federal Election Commission (FEC) reporting. Qualifications To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. Education/Experience Graduate degree required (JD preferred; Master’s degree in Public Policy, Public Health, Health Administration, and Political Science degrees will be considered). Preferred minimum of four (4) years’ experience working for a member of Congress, a relevant federal agency, health care trade association or health care-focused firm position on health care delivery issues and regulatory engagement. Advanced knowledge of the legislative and regulatory processes and existing relationships with policymakers overseeing IRF issues. Familiarity/experience with IRF-specific issues strongly preferred. Experience with contract review and negotiation strongly preferred. Excellent interpersonal, verbal, and written communication skills and strong presentation skills. Research experience with data analysis helpful. Analytical skills with the ability to assess strengths/weaknesses of proposals and make informed recommendations to the Association staff and Board. Proficiency with Microsoft Office Suite including Excel, Word, PowerPoint, and Outlook, as well as research tools pertaining to federal regulations and legislation. Other Competencies Excellent interpersonal, verbal, and written communication and negotiation skills and the ability to respond to common inquiries from internal and external stakeholders. Demonstrated presentation and speaking skills required to effectively present information in one-on-one and small group situations to Association Board or committees, as well as external audiences (position is expected to lead or co-lead up to 12 presentations/year). Virtual Work Model Candidates must live in the Washington, DC area. This position will primarily operate in a virtual work environment, with regular pre-planned in-person meetings in Washington, DC where attendance is expected. The GR & Policy Counsel will also be expected to be able to attend regular and ad hoc in-person meetings with Congressional and agency staff on Capitol Hill. Travel Requirements 3-4 trips to AMRPA conference and member hospitals per year; travel is usually planned with significant advance notice.
