Director of SHINE

DescriptionThe Executive Office of Aging & Independence (AGE) is seeking a dedicated and experienced manager to join our team as the Director of SHINE (Serving the Health Insurance Needs of Everyone). The SHINE Program provides free health insurance information, counseling, and assistance to Massachusetts residents who are eligible for Medicare and their caregivers. Certified, trained SHINE counselors, who are often volunteers, work with participants to help explore Medicare plan options and uncover ways to save money on both health insurance and prescription drug costs.The Director of SHINE will provide statewide strategic leadership and oversight for the SHINE Program, aligning federal grants, state resources, contracts, partnerships, and performance expectations to expand access to Medicare counseling, reduce health care costs, and meet the needs of older adults and people with disabilities across the Commonwealth. The Director has overall accountability for three federal grants totaling approximately $1 million, statewide program performance and compliance, and the quality and consistency of services delivered through SHINE’s regional network and volunteer counselors.This position will establish statewide priorities, standards, and quality-assurance strategies; use program and performance data to identify emerging needs and opportunities for improvement; and ensure SHINE meets federal requirements and advances equitable access for culturally and linguistically diverse populations. The Director will represent SHINE in senior-level partnerships with federal and state agencies, health and human services programs, and contracted partners including CMS, ACL, MassHealth, the Division of Insurance, the MA Health Connector, UMass Chan Medical School, and MCPHS.Duties and Responsibilities: (These duties are a general summary and not all-inclusive)Provide strategic leadership and performance oversight for staff, establishing priorities and accountability for statewide training and certification, quality assurance, communications, technology, outreach, and program improvement.Guide staff in developing and implementing strategies that strengthen service delivery, maintain privacy and program standards, and ensure regional programs and counselors have the tools and resources necessary to effectively serve Medicare beneficiaries.Direct statewide strategic initiatives designed to strengthen SHINE’s capacity, workforce, reach, and impact, including efforts to expand volunteer and professional participation, improve cost-saving strategies for beneficiaries, and increase access for diverse and underserved populations. Identifies emerging program needs and opportunities and delegates implementation responsibilities to staff while maintaining accountability for outcomesRepresent SHINE in statewide and national initiatives, conferences, workgroups, and partnerships with federal, state, and community organizations.Provide statewide leadership and performance oversight to SHINE Regional Directors, establishing program priorities, communicating federal and state policy changes, and ensuring consistent implementation of program standards across the Commonwealth. Uses regional performance data, site reviews, and quality measures to assess outcomes, identify gaps, strengthen compliance, and guide continuous program improvement Set statewide strategy and expectations for counselor training, certification, and professional development to ensure the SHINE workforce remains responsive to changes in Medicare, MassHealth, and other health coverage programs. Directs the development and implementation of annual Medicare Open Enrollment training and other statewide learning priorities, leveraging subject-matter experts and partner organizations as appropriate.Establish performance expectations related to equitable and accessible service delivery, including regional capacity to serve culturally and linguistically diverse populations and people with disabilities. Identifies workforce and service gaps and directs regional leadership to develop recruitment, training, and outreach strategies that address identified needs.Represent SHINE in key state and federal policy and program forums to anticipate changes affecting Medicare beneficiaries and translate emerging requirements into statewide program strategy, training, and service-delivery standards.Provide executive oversight for complex or escalated consumer, provider, and constituent matters, ensuring appropriate resolution through state staff, regional programs, and partner agencies and using emerging trends to identify systemic issues and opportunities for program improvement.Provide strategic and fiscal oversight of federal grants, state funding and associated program resources, ensuring compliance with federal and state requirements and alignment with statewide priorities.Direct grant planning, budgeting, reporting, contract oversight, and resource allocation, and uses performance data to evaluate outcomes, identify service gaps, and establish future program priorities.Other duties as assigned.Preferred Qualifications:· Experience in health care, human services, aging and disability services, or a related field, including experience leading complex programs and supervising professional staff.· Knowledge of Medicare, health insurance, or related federal and state benefit programs and experience working with community-based or volunteer networks is preferred.· Ability to manage complex budgets and conduct required detailed reporting.· Strong leadership, problem-solving, communication, and partnership-building skills.· Comprehensive knowledge of federal and Massachusetts health insurance systems, particularly Medicare and programs serving older adults and people with disabilities, as well as an understanding of state and federal government and community-based services.Agency MissionThe Executive Office of Aging & Independence provides quality aging-related resources, tools, and support through a network of regional non-profit agencies and municipal agencies across the state.
