Department: PCH-MAIN | Staffing & Data Resource Ctr Location: Phoenix Shift: Mon-Fri, Days, 8am-5pm Category: Director/Management Posting #: 1022678 Employee Type: Full-Time Position Summary The Manager, Clinical Service promotes family‑centered care by subscribing to and supporting Phoenix Children’s mission and values. This position manages, evaluates and supervises operational functions and activities of an assigned area by guiding and supporting staff. The Manager, Clinical Service also serves as a liaison with other departments to plan, implement, communicate, evaluate and coordinate patient care operations across the enterprise, while also facilitating quick resolution of issues to ensure excellence in a family‑centered care environment. Position Duties Clinical Leadership Maintains 24/7 accountability for patient care operations, working with unit leadership and House Supervisors to support unit needs and access to leadership representation. Collaborates with colleagues to develop and implement the patient care philosophy, standards of practice, department goals, policies and procedures. Provides developmentally appropriate clinical care within professional domain to ensure delivery of quality integrated developmentally appropriate patient care and participates in emergent situations as needed. Assesses necessary nursing and technical personnel are available to meet fluctuating census, acuity and budgetary goals; implements recruitment, retention and onboarding strategies in collaboration with HR and other departments. Ensures continual delivery of high‑quality nursing care. Assures compliance with The Joint Commission, CMS and other regulatory agencies. Enforces adherence to state board of nursing and state nurse practice act requirements and other governing agency regulations; measures health outcomes against standards and makes or recommends adjustments. Assumes bed‑manager responsibility in collaboration with House Supervisor as scheduled. Stays current and works toward best practice in nursing management, clinical knowledge and Phoenix Children's policies and procedures, serving as a resource for clinical aspects of responsibilities. Human Resource Management Manages all aspects of personnel administration for unit(s) of responsibility including recruitment, interviewing, selection and hiring of professional, technical or supervisory staff. Implements strategies to foster high staff engagement, maintain low turnover and support high satisfaction. Assists staff with goal setting and implements continual performance development. Evaluates staffing patterns and matches staff competency with patient acuity. Effectively manages grievances in collaboration with leadership and Human Resources, monitoring staff fitness for duty and initiating corrective action as appropriate. Identifies key performance indicators, establishes data collection methodology, evaluates performance data and responds to findings while complying with documentation requirements. Collaborates with Clinical Supervisors to identify staff performance issues and provides feedback and support to address immediate intervention needs; identifies educational needs to maintain performance and quality standards. Monitors and reviews MIDAS safety reports and collaborates with Clinical Supervisors for trends; develops and implements strategies to address practice drifts. Assesses customer and patient satisfaction; develops strategies to address satisfaction issues. Develops and supervises staff through timely feedback and use of appropriate Human Resource policies and tools to facilitate professional growth and performance standards. Collaborates with unit‑based Clinical Education Specialist for orientation and ongoing professional development of all staff. Participates proactively and retroactively in assessing and reviewing quality of care through data collection and dashboard reviews and event reviews. Financial Management Recognizes the impact of reimbursement on revenue and monitors accuracy of room accommodation and procedural charges. Provides timely review and feedback to management for fiscal responsibilities of designated areas reflecting optimal resource utilization. Works in collaboration with other leaders and departments to develop, secure approval for and monitor revenue, expenses and capital budget for areas of responsibility. Reviews financial data monthly and recommends or implements strategies to ensure compliance with approved budgets. Conducts ongoing evaluation of productivity. Strategic Management Establishes and oversees unit‑based goals in conjunction with division and organizational goals and priorities. Supports the growth of Phoenix Children’s, participating in the development and implementation of programs as applicable. Oversees all aspects of care delivery, both direct and indirect, for areas of responsibility. Facilitates attendance and participation in medical staff, hospital and patient care area committees. Facilitates a structure of shared governance and supports a just culture. Supports unit‑based and system‑wide research and quality improvement initiatives. Influences nursing practice through participation in professional organizations. Miscellaneous Duties Performs miscellaneous job‑related duties as requested. We are accountable for making the highest quality care accessible and affordable. Position Qualifications Education Bachelor’s degree in Nursing (required). Master’s degree in a related field (preferred). Experience Five years of experience in a specialty area or with a pediatric patient population, including leadership and/or supervisory responsibilities (required). Special Skills Analytical and statistical skills necessary to develop and monitor unit operating and personnel budgets (required). Demonstrates critical thinking and problem‑solving abilities to resolve complex clinical, systems and personnel problems affecting the unit and inpatient departments (required). Must be able to assume 24‑hour accountability for unit coverage (required). Additional Requirements Current Arizona RN license or an RN license from a compact state with multistate privileges or the ability to establish licensure to Arizona law prior to start date (required). Current BLS certification from the American Heart Association (required). PALS certification from the American Heart Association within one year of hire (preferred).
