Position Summary: 

ISI Professional Services is seeking a Contract Management Specialist (CMS). The contractor provides acquisition support to the Directorate Management Division (DMD), Administration and Contract Liaison Branch (ACLB) at the Pentagon, including directorates and subordinate branches in support of the facility’s overall objectives. 

The successful candidate will have experience in federal contract administration, pre-award planning, and technical requirement translation. They will play a key role in facilitating task order execution, drafting and interpreting Statements of Work (SOWs), and supporting acquisition lifecycle reviews. This role requires coordinating with multiple stakeholders – including engineering, program management, and quality assurance teams – to support facilities-related services and renovations within a secured facility. This position requires strong initiative, attention to detail, and the ability to manage contract documentation, compliance tracking, and data analysis tasks across multiple fast-paced workstreams. Previous experience as a Contracting Officer (CO) or Contracting Officer’s Representative (COR), or possessing DAU/DAWIA or CFCM certifications, is highly preferred.

  Essential Job Functions

• Independently manage day-to-day tasks with minimal oversight in a fast-paced, high-visibility environment.
• Prepare deliverables based on verbal and written taskings, often under tight timelines and with evolving requirements.
• Track, analyze, and present contract-related data using advanced Excel functions, including graphing and trend analysis.
• Attend and document high-level meetings; produce accurate, timely meeting minutes with both summary and detailed elements.
• Maintain and update contract tracking systems and records, ensuring contract documentation is complete, accurate, and accessible.
• Support oversight of the Contracting Officer’s Representative (COR) program, including tracking compliance with required Department of Defense (DoD) training.
• Monitor and interpret contract documentation, including task orders, PWSs, SOWs, QASPs, and FAR-based clauses.
• Support vendor validation and research tasks using government systems such as sam.gov.
• Assist in the preparation of executive-ready briefings, reports, and communications for leadership and federal clients.
• Maintain and organize digital records and working files using Microsoft SharePoint and other platforms.
• Provide detailed support to CORs and other stakeholders on contractual procedures or requirements.
• Coordinate closely with engineering, program management, and quality assurance teams to support the drafting of SOWs, PWSs, and other solicitation documents, ensuring all technical, programmatic, and regulatory requirements are met.
• Experience developing or supporting Performance Work Statements (PWS), Independent Government Cost Estimates (IGCE), Statements of Objectives (SOO), acquisition plans, or source-selection documentation
• Assist in the development of comprehensive pre-award acquisition packages, including market research reports, acquisition plans, and Independent Government Cost Estimates (IGCEs).
• Experience supporting acquisition lifecycle reviews, task-order execution, or contract performance tracking.

  Required Education and Experience:

2. Education:  Bachelor’s Degree
3. Experience : Five (5) years of Acquisition experience, with contract-related administrative/analytic experience of Federal construction contracts. 
4. Technical Expertise : Proficiency in Microsoft Office products with emphasis on: Outlook, Teams, Excel, Word, and PowerPoint. Working knowledge of FAR, DFARS, and acquisition planning documentation. Experience developing SOWs/PWS, IGCEs, and conducting market research.
5. Secure Facility Experience : Previous experience a plus 
6. Stakeholder Management : Demonstrated experience in communication and coordination among multiple stakeholders, including government agencies, contractors, and other third parties.
7. Organizational Support : Experience in creating comprehensive summary reports and organizing and maintaining document retrieval that complies with standards.
8. Citizenship: All employees hired for this contract are required to be US citizens and must have 3 years of residence in the US.

Preferred Qualifications:

1. Government experience as a Contracting Officers Representative (COR) or Contracting Officer.
2. DAWIA/DAU/FAC-C or equivalent training or acquisition-related certification
3. Certified Federal Contract Manager (CFCM)

6. Must be willing to work in external environments of rain, high heat and significant cold.
7. Must be able navigate active construction sites containing uneven ground, debris, and active construction hazards such as sharp objects, electrical hazards, and potential fall hazards.
8. Must be able to occasionally go into confined spaces and crawl

  Work Setting/Environment/Travel Requirements:

1. This job operates in active construction environments and professional office environments. 
2. The position requires an eight (8)-hour workday performed between 0700 (7AM) and 1700 (5PM), Monday through Friday. employees are expected to arrive between 0700 (7AM) and 0800 (8AM). Employees cannot depart till after 1600 (4PM); limited flexibility in daily start and end times is available based on project demands
