Deputy Contractor Program Manager

MDW Associates is seeking a Deputy Contractor Program Manager (Deputy CPM) to support the National Geospatial-Intelligence Agency (NGA) in the Fort Belvoir-Springfield, Virginia area. The Deputy CPM will assist the Contractor Program Manager with the day-to-day management and execution of the IMUA program, including contract performance, financial oversight, staffing, reporting, schedules, training, security deliverables, quality control, and contract administration. The Deputy CPM will coordinate across MDW, subcontractor personnel, and Government stakeholders to ensure program information is accurate, contract deliverables are completed on time, and performance risks are identified and addressed. The individual will also provide continuity of program leadership and may perform CPM responsibilities when delegated by the Contractor Program Manager. This is a hybrid position requiring some on-site presence. The Deputy Contractor Program Manager may perform a combination of some or all of the following duties: Support the Contractor Program Manager in overseeing contract and subcontractor performance across all program locations and functional areas. Coordinate regularly with Government program managers, the Contracting Officer's Representative (COR), task leads, corporate leadership, and subcontractor representatives. Prepare and consolidate financial, staffing, performance, risk, and program status information for recurring reports, reviews, and Government meetings. Monitor contract expenditures, labor utilization, funding, burn rates, cost variances, and Estimated Cost at Completion (EAC) projections. Maintain the program reporting calendar and deliverable tracker to ensure timely, accurate, and compliant submission of contract data requirements list (CDRL) deliverables. Coordinate inputs for monthly status reports, financial reports, staffing reports, program management reviews, and other contractually required deliverables. Support the development, implementation, and maintenance of the Program Management Plan (PMP), Quality Control Plan (QCP), transition plans, staffing plans, risk register, and associated management procedures. Track program risks, issues, decisions, and corrective actions and coordinate with responsible parties to ensure timely resolution. Assist with workforce planning, recruiting, onboarding, retention, personnel assignments, vacancy management, and employee performance matters. Monitor completion of required eNomination actions, non-disclosure agreements, training, security documentation, and other personnel onboarding requirements. Coordinate with subcontractors and functional leads to collect program data, evaluate performance, address staffing or performance concerns, and maintain consistent execution across the team. Support contract transition-in and transition-out activities to maintain continuity of operations and minimize disruption to the NGA mission. Assist with the preparation and coordination of documentation supporting funding actions, contract modifications, staffing changes, and other contract administration activities. Review reports, presentations, spreadsheets, and other deliverables for completeness, accuracy, consistency, and compliance with contract requirements. Maintain current knowledge of relevant NGA programs, projects, organizations, and activities at the programmatic level. Perform Contractor Program Manager responsibilities when designated, while maintaining appropriate communication with the CPM and MDW leadership. Required Experience/Skills: Experience supporting the management of Federal Government contracts, including program execution, financial oversight, staffing, reporting, and contract deliverables. Demonstrated ability to prepare and present financial, staffing, performance, schedule, and program status information. Knowledge of contract financial management practices, including funding analysis, labor utilization, burn-rate monitoring, variance analysis, and EAC forecasting. Experience coordinating a geographically dispersed workforce consisting of employees, subcontractors, functional leads, and multiple Government stakeholders. Experience supporting or implementing Program Management Plans, Quality Control Plans, transition plans, risk-management processes, and corrective-action procedures. Experience managing staffing activities, including recruiting, onboarding, personnel tracking, vacancy management, retention, and performance monitoring. Ability to organize and manage multiple concurrent deadlines, deliverables, meetings, and action items in a complex contract environment. Proven ability to identify performance risks, develop practical mitigation strategies, and follow issues through resolution. Strong written and verbal communication skills, including the ability to communicate effectively with Government program managers, CORs, contracting personnel, corporate leadership, employees, and subcontractors. Proficiency with Microsoft Office applications and Adobe Acrobat for preparing reports, presentations, spreadsheets, and contract documentation. Desired Experience/Skills: Experience supporting programs within NGA, the Department of War, the Intelligence Community, or another Federal Government organization. Experience serving as a Deputy Program Manager, Operations Manager, Contract Manager, or senior program-management analyst on a contract of similar size, scope, and complexity. Project Management Professional (PMP) certification or comparable program-management certification. Experience supporting large professional-services contracts with personnel working across multiple Government and contractor locations. Familiarity with Government security, personnel clearance, eNomination, training, and documentation requirements. Experience using Unanet or a comparable enterprise resource planning, contract accounting, or workforce-management system. Education Requirement(s): Master's degree in a business-related field and five (5) years of program or contract-management experience, or a bachelor's degree in a business-related field and seven (7) years of program or contract-management experience. Security Requirement(s): Candidates for this position must possess an active Top Secret security clearance and be eligible for favorable NGA adjudication for Sensitive Compartmented Information access.
