Foster Care Case Manager

A foster care specialist is the backbone of the Foster Care Department and is the primary person who works with the foster parent, foster child and birth parents.They must be organized, have time management skills that are needed to have reports completed within the time frames determined by DHHS policy.The position requires computer skills at a level to work within the State wide data based system known.Must be willing and able to attend mandatory state training as part of the Orientation and Training requirements. Act as agency liaison with foster parents and prospective foster parents.Assessing and evaluating readiness for fostering through a formalized home study and birth parent assessment psycho-social.There are agency incentives associated with job duties and other job functions that will be provided at start date and explained at Orientation and/or your Immediate Supervisor. QUALIFICATIONS: Master Degree in Social Work or relatedfield (per MDHHS Policy) preferred; Masters with 1-year experience or Bachelor’s with a minimum of two years’ experience is preferred, without experience are willing and able to learn the position.Starting salary is commensurate with work experience and education.Good communication and writing skills. Training Requirements: The Foster Care Specialist shall complete a CWTI PSI (Child Welfare Training Institute Pre-Service Institute) training that includes a total of 12 weeks of competence-based classroom and field training. The Foster Care Specialist will complete an agency mandated orientation and ongoing training throughout the year as required (a minimum of 32 hours per calendar year).Take training and then follow policy & protocol for CHRI Clearances per DHHS/DCWL policy SDM200, if required within 30 days of assumption of duties. REPORT TO: Your assigned Immediate Supervisor, then Foster Care Program Manager if Supervisor unavailable due to illness or another leave. PRINCIPLE RESPONSIBILITIES: 1.Coordinate and review foster care educational resources with clients. 2.Mediate foster care concerns with clients. 3.Provide necessary referrals as needed for clients. 4.Complete all DHHS forms, reports and documentation according to State of Michigan guidelines and outline. 5.Coordinate and assist with foster care placement. 6.Provide supervision of foster care placements. Supervision includes required client contacts as required by MDHHS policy and/or court order. 7.Participate in any foster care hearings as required by specific probate courts. 8.Attend and participate in foster care recruitment and regional meetings regarding foster care. 9.Have reliable transportation and clean driving record. 10.Provide agency with a current copy of your vehicle registration and insurance, provide an updated copy of insurance each time it is renewed. 11.Availability/Flexibility within own schedule to meet the schedules of clients. 12.Provide foster care process services on a case assignment basis to complete the adoption process by attaining all petitions and DHHS mandated court attendances. 13.Facilitate foster care visits. Assist in transportation of your clients as needed. 14.Accurately fill out all necessary paperwork associated with foster care. 15.Assist in the transition from foster care to adoption. 16.Maintain DCWL, Policy, ISEP annual training requirements 17.Have the ability to work in the U.S. legally. 18.Have a good driving record. 19.Be able to pass a criminal and Protective Services background check. 20.Be physically able to perform job duties.If you have a disability that needs work related assistance you will need to provide that information so that the agency can make accommodations according to the Americans with Disabilities Act. 21.Participate in a minimum of Monthly supervision with your Immediate Assigned Supervisor. 22.Participate in monthly department meetings, case assignment meetings, agency staff meetings and agency mandated trainings. 23.KPI – Quality Assurance Numbers are now part of the Private Agency Foster Contract and will be part of your annual evaluations and consideration of any agency incentives.Incentives for Foster Care Employees are a separate policy and document to be signed and entered into your agency Personnel File. 24.Agency Event Participation Requirement: four events per calendar year.Employee may choose what event they will participate in that is an agency sponsored event.Agency calendar, department meetings and other event postings will be available to choose from. 25.Other duties or responsibilities as assigned.
