Human Resources Manager

The Human Resources Manager is a key leadership position within Mono County's Human Resources Division of the County Administration Office, serving as the principal operational partner to the Assistant County Administrative Officer while supporting countywide human resources initiatives. This role oversees a broad range of HR functions, including recruitment and selection, classification and compensation, employee and labor relations, organizational development, policy administration, compliance, employee training, and strategic workforce planning. Designed as a developmental position, the Human Resources Manager gains progressive responsibility and executive leadership experience in preparation for advancement to the Director of Human Resources. This position collaborates closely with County leadership, department heads, employee organizations, and the Board of Supervisors to foster a high-performing, compliant, and service-oriented workforce.

The ideal candidate is an experienced human resources leader who thrives in a collaborative public sector environment and is passionate about developing people, improving organizational effectiveness, and providing exceptional customer service. They possess strong knowledge of California employment law, public sector HR practices, labor relations, classification and compensation, recruitment, and employee development. This individual is a strategic thinker with outstanding interpersonal skills who can confidently advise managers, navigate complex employee relations matters, and build productive relationships with employees, unions, elected officials, and community partners. The successful candidate demonstrates sound judgment, political awareness, professionalism, and integrity while balancing operational responsibilities with long-term organizational goals. Supervisory experience, strong communication skills, and the desire to grow into an executive HR leadership role are essential.

Mono County is a rural region with a dynamic community of 13,000 residents located in the eastern side of California's Sierra Nevada range. Development is increasing in the area due to the consistent growth of the town of Mammoth Lakes. Specific vision and hearing abilities required by this job include hearing and vision adequate to observe human interaction, and vision to input and access information from a computer system. While performing the duties of this job, the employee is occasionally exposed to outside weather conditions. The noise level in the work environment is usually quiet.

Possession of a valid driver's license.
