Job Description
The Compliance Analyst is primarily responsible for monitoring monthly compliance audits in the B2Gnow System. This includes following up with the prime and subcontractors regarding incomplete payment audits, missing payment reporting, and discrepancies in payment amounts. The Compliance Analyst also provides support to vendors and project teams regarding the B2Gnow processes, subcontractor reporting requirements, and system-related issues, and assists with contract closeout review activities to ensure compliance information is complete and accurately reflected in B2Gnow. The Compliance Analyst will perform analysis and evaluation of contracts into the B2GNow system. The incumbent also supports the HD&C Business Operations function by reviewing the conditional and unconditional waivers received with payment applications. This information will support the B2Gnow audit function to validate that the correct payment information has been received and reported by the prime and tier one/two subcontractors. The Compliance Specialist will assist with compiling documentation for Prop 4 and State Grant reimbursement, month-end Unifier close, project close-out, and other projects as assigned.
Involves reviewing contract documents and payments in the B2Gnow system to ensure contract payments to all prime contractors and subcontractors are recorded and accounted for correctly. This includes ensuring that prime contractors and subcontractors have the correct business classification in the B2Gnow system. Collaborates with internal partners and UCOP to establish and document best practices for the B2Gnow system and to ensure fully executed contracts and payments are uploaded into B2GNow. Analyzes B2GNow incomplete audits; work with general contractors and subcontractors to complete audits as needed. Generate monthly or quarterly reports to highlight SBE/DVBE spend and useful reports for Project Managers to assist with incomplete compliance audits as needed. Advises management of any B2GNow issues and provides solution recommendations.
Demonstrates professional skills as an experienced compliance professional by communicating clearly and making sound decisions. Demonstrates good understanding of the B2GNow system and thorough attention to detail to achieve UCSF Real Estate goals.

Participates in the development and revision of standard operating procedures and guidelines
Conducts trend analyses and helps develop resulting recommendations.
Assesses and recommends changes to maintain compliance with federal and state requirements and internal policies.

- Bachelor's degree in a related area and/or equivalent experience/training.
- Minimum 1 - 3 years' experience in the field of construction management operations and accounting, property development, property management, real estate, architecture, engineering, public administration, or finance.
- Strong knowledge of the organization, including its infrastructure, goals, mission, rules, policies, guidelines, etc.
- Demonstrated knowledge and experience in the use of personal computer (Windows NT platform) and compatible financial management, database spreadsheet, Internet, email, and word-processing software.
- Thorough knowledge of internal departmental / unit operating policies, applicable state and federal regulations related to small business programs, project delivery, contract types, and general project management and contract terms.
- Strong written, verbal, and interpersonal communications skills; and ability to deal effectively with broad and diverse constituencies, ensuring strong customer service orientation and skills.
- Strong organizational, presentation, and negotiation skills.
- Strong listening and political acumen skills.
- Ability to learn different systems quickly
- Ability to gather reasonably retrievable information to organize and perform basic financial analysis assignments.
- Demonstrated ability to effectively present information verbally and in writing clearly and concisely.
- Demonstrated ability using spreadsheet and database software for moderately complex financial analysis, fiscal management, and financial reports.

- Strong ability to analyze data to identify compliance issues and access risks in support of program goals.
Required Qualifications
