Wipfli is assisting our client, Door County Medical Center (DCMC), with the recruitment and selection of their HIM Manager - Privacy Officer. DCMC, a trusted, community-focused regional healthcare provider in Sturgeon Bay, Wisconsin, is seeking a collaborative, detail-oriented healthcare leader to oversee Health Information Management operations and serve as the organization’s HIPAA Privacy Officer. 

 

This is a meaningful opportunity for an experienced HIM professional to lead a broad and highly visible function that supports coding, clinical data integrity, tumor registry, chargemaster, medical record specialists, and privacy compliance. The HIM Manager - Privacy Officer will help ensure DCMC’s health information practices meet federal and state regulations, Conditions of Participation, and applicable accrediting standards while supporting a culture rooted in compassion, service, excellence, and patient-centered care. 

 

The ideal candidate brings progressive experience in HIM, coding, privacy, and people leadership, along with the ability to build strong relationships across departments, guide staff, support compliance initiatives, and translate complex regulatory requirements into effective operational practices. 

 

This position is on-site in Sturgeon Bay, Wisconsin. Sturgeon Bay, located in the heart of Door County, Wisconsin, offers the perfect blend of small-town charm and vibrant year-round living. Known as the “gateway to the Door Peninsula,” the community sits between Green Bay and Lake Michigan, providing stunning waterfront views and abundant outdoor recreation. Relocation for this position is available. 

 

Principal Duties and Responsibilities:  

 

  • Supports Door County Medical Center’s mission and strategic vision. Promotes and demonstrates an appreciation for organizational values and strategic initiatives. 
  • Participates as a member of the organization’s various leadership and multidisciplinary committees and teams representing HIPAA Privacy and HIM, such as Revenue Cycle, Corporate Compliance, and the DCMC Ethics Committee. 
  • Develops and maintains effective organizational administrative policies for assigned functions. 
  • Formulates and implements approved goals and objectives, plans, and budgets for assigned functions in accordance with the hospital’s strategic plan and goals. 
  • Guides the organization in planning, implementing, managing, and evaluating health information activities, including concepts, principles, process methodologies, tools, and staff education. 
  • Demonstrates a working knowledge of laws related to health information, confidentiality, and privacy and applies these to organizational operations; maintains current knowledge of state and federal health information regulations and laws, health information trends and advances, and electronic health information technology. 
  • Interviews, hires, develops, disciplines, and evaluates Health Information Management staff according to established policies and within budgetary constraints. 
  • Directs assigned personnel responsible for coding, clinical data integrity, tumor registry, Chargemaster, and health information/medical record specialist functions, motivating them to achieve predetermined results while enjoying the career opportunities DCMC provides. 
  • Coordinates department activity to ensure good communication and effective overall operations. 
  • Serves as the organization’s Custodian of Medical Records. 
  • Manages external programs as directed by Information Technology, including Imprivata FairWarning, WISHIN with IT, Optum, Q-Centrix, Solventum/3M, Datavant, and related systems or programs. 
  • Ensures compliance with applicable federal HIPAA and state patient privacy regulations and programs, as well as licensing and accrediting agencies. 
  • Fulfills the role of Privacy Officer and carries out related responsibilities in accordance with federal and state law, including management of privacy issues, requests for amendments, and electronic medical record access audits. 
  • Develops and implements training, education, and awareness activities for staff, leadership, and the Board of Directors for compliance operations. 
  • Performs other duties as assigned. 

 

Knowledge, Skills, and Abilities:  

 

  • Bachelor’s degree in Health Information Management, Health Care Administration, or a related field required; master’s degree preferred. 
  • Three to five years of progressive HIM or coding experience, including supervisory experience, required. 
  • Three or more years of EMR system experience required; Epic experience highly preferred. 
  • RHIA or RHIT credential through the American Health Information Management Association required. 
  • Healthcare privacy and security certification required through AHIMA or another credentialing association. 
  • Certified Coding Specialist (CCS) or similar coding certification required. 
  • Strong understanding of health information laws, confidentiality, privacy, compliance, and regulatory requirements. 
  • Effective leadership, interpersonal, oral, and written communication skills, including the ability to offer clear insights and recommendations to diverse audiences. 
  • Strong analytical, quantitative, problem-solving, and decision-making skills. 
  • Ability to manage time, priorities, people, and department operations in a collaborative, mission-driven healthcare environment.
