Job Description

This position is responsible for the supervision of operations and related crew(s) within assigned area for the City. Work is performed under general supervision. This position is non-exempt. (Fair Labor Standards Act overtime provisions will apply.) Per Florida Statute 295.065, certain servicemembers and veterans, and the spouses and family members of such servicemembers and veterans, receive preference and priority, and that certain servicemembers may be eligible to receive waivers for postsecondary educational requirements, in employment by the state and its political subdivisions and are encouraged to apply for the positions being filled.

Primary Duties

Supervises the work of assigned crew(s) and contractors throughout the City; it includes, but is not limited to, scheduling, making assignments, and addressing personnel issues. Checks progress of work and resolves problems or complaints. Inspects work during and upon completion to assure work meets compliance and City guidelines. Instructs employees in safe and efficient procedures and methods to perform their duties. Checks trucks and/or equipment to ensure safe and efficient operations in assigned area. In assigned area, assists and supervises operations/functions such as refuse collection and disposal, water/wastewater/ storm water treatment, water testing, construction, maintenance, troubleshooting, repair, installation, distribution, utilities, facilities, ground maintenance, fleet administration, operation of heavy equipment, event planning, traffic control, and equipment. Assists in the establishment or revision of assigned department rules and regulations. Holds regular safety training sessions for personnel. Implements and enforces City Personnel, Departmental Policies and Procedures. Supervises purchases, orders materials, and prepares budget requests. May prepare and review bid specifications and pay monthly bills. May send out notices or verify permits depending on area assigned. Prepares periodic and yearly reports as required or requested. Maintains telephone service/communications and may be placed on emergency call outs, rotating shifts, on call duties, and extended hours in emergency situations. May perform office functions such as answering telephones, filing, data entry, providing information, etc. May coordinate work with other Operation Chiefs or Foremen to ensure completion of task or project. Performs other duties as assigned.

Minimum Qualifications

High School Diploma or GED supplemented by courses related to assigned areas such as repair or mechanical equipment. Five (5) years of related work experience. Valid Florida driver's license. Obtain a Class "B" Commercial Florida Driver's Permit with airbrake (and tanker if in assigned area) endorsement within three (3) months from date of hire and obtain a Class "B" Commercial Florida Driver's License within six (6) months with brake (and tanker if in assigned area) endorsement from date of hire. Hazardous endorsement may also be required depending on assigned area. Depending on assigned area, may need: a) Valid Florida Class "B" Certificate in Water or Wastewater treatment; b) Valid Florida Class 2 Certificate in Water Distribution; c) Valid Florida Class "B" Certification in Collections; d) Storm Water Operator Certification Level 1-2; e) Certification in Traffic Control and Safety in the respective, assigned work area; f ) Confined Space Certificate; g) Completion of a Trenching and Excavation Competent Person certificate course; h) Limited fertilizer and lawn spraying licenses; i) Storm water Operator Certificate - Level 1; j) Lockout/ Tag-out Certificate; and k) FEMA emergency management training.

Essential Physical Functions & Environmental Conditions

Physical Demands Continual light work and occasional heavy work. Frequently lifts and/or moves up to 50 pounds and occasionally up to 80 pounds. Requires frequent walking and standing, climbing, stooping, reaching, and bending. Good finger/hand dexterity and hand/eye coordination. Good eyesight, hearing, and speech. Regular driving of vehicle. Able to wear Personal Protective Equipment (PPE) when required. Work Environment Works outside in sometimes adverse environmental conditions (e.g., heat, cold, and rain) for moderate periods of time with exposure to a) construction; b) water/wastewater; c) site hazards including but not limited to bright/dim lights, dust/pollen, intense noise, vibration, fumes/noxious odors, toxic/caustic chemicals, electrical shock, heights of 70 feet or more, disease/pathogens, and moving machinery; d) traffic; and/or) moving machinery depending on assigned area.
