Electrical Line Mechanic

The Position

OPEN & PROMOTIONAL EXAMINATION - SIX MONTHS PROBATIONARY PERIOD Performs skilled work at the journey level. Essential functions of the job include, but are not limited to, the following: Ensures Department services are provided with exceptional customer service and the highest level of ethical standards. Constructs, maintains, and repairs the electrical transmission and distribution system, including stringing wires, setting poles, trimming trees, and hanging transformers, cutouts, crossarms, insulators, and capacitors. Connects, disconnects, repairs and replaces electrical services to customer facilities. Installs test metering equipment on energized lines. Installs and performs maintenance work on overhead and underground street lighting system. Pulls cable, racks cable, bores holes in walls, installs hangers and other facilities to facilitate hookups. Works on poles connecting risers and making energized primary and secondary taps using established methods. Constructs and maintains underground duct lines, vaults, pole risers, and outdoor switching stations. Reads and interprets electrical plans and maps. Locates trouble in primary and secondary lines and cables, replaces fuses for transformers, clears short circuits in lines, and determines the cause of trouble. Performs all emergency repairs on the electrical transmission and distribution system. Performs duties in the handling, cleanup and disposal of hazardous materials, related to an electrical utility system. Drives vehicles such as line truck, digger/derrick, work truck, cable-pulling trailer or other City vehicles to job sites. Works on energized 4kV and 12kV distribution circuits in the installation and maintenance of electrical and mechanical equipment related to overhead and underground systems. Assists the crew supervisor in overseeing the work performed by apprentices and in their related training. Applies electrical theory and technical expertise to the craft acquired through training and education. May assume the duties of an Electrical Line Mechanic Supervisor I in his/her absence. Assumes responsibility for ensuring the duties of the position are performed in a safe, efficient manner. Performs other related duties as assigned or as the situation requires.

Minimum Requirements

Education/Training High School Diploma or equivalent is required. Completion of a formalized Electrical Line Mechanic Apprenticeship Program or an equivalent level of approved apprenticeship training is required. Completion of the 600-hour Electrical Technician/Electrical Distribution Mechanic Trainee program offered by the Los Angeles Unified School District or an equivalent recognized electrical line mechanic training school, which includes climbing certification is required. License(s)/Certification(s) Valid Class C California driver's license. A valid California Class "A" Driver's License is required prior to the completion of the probationary period. City will provide necessary training to obtain Class "A" Driver's Licenses during probationary period. Special Conditions Employees in these classifications, who are required by applicable laws and regulations to have respiratory protection, shall comply with the American National Standards Institute's (ANSI) requirements on Practices for Respiratory Protection. Knowledge, Skills & Abilities Knowledge of: Applicable safety rules and regulations for the construction, maintenance and repair of electric utility systems. California Public Utilities Commission General Orders (G.O.) 95 and 128. Construction, maintenance and operation practices and procedures on electrical utility systems. National Electric Code. O.S.H.A. Rules and Regulations. Ability to: Provide exceptional customer service to employees and vendors. Carry out verbal instructions. Climb power poles. Communicate effectively in English both orally and in writing. Develop necessary skills from on the job training and meet standards of performance for the classification by the end of the probationary period. Differentiate between different colors. Establish smooth working relationships and resolve interpersonal conflicts. Learn new skills and information required for the performance of job duties. Lift the tools of the trade (up to 90 lbs.). Model and practice the highest standards of ethical conduct. Operate light/heavy vehicles, power tools, and hand tools. Perform the heavy physical construction aspects of the occupation. Read, understand, and interpret electrical plans. Read, write, and comprehend directions in English. Work cooperatively with supervisors and co-workers. Work in confined spaces. Other Characteristics Willingness to: Work overtime as requested or required. Assume responsibility for maintaining a safe working environment. Be part of a team and work as a member of a team. Cooperate with and abide by all Division rules and regulations. Promotional Eligibility Any City of Glendale employee who meets the minimum qualifications for this position, has completed probation or six months of City employment, and is occupying a permanent full-time classification on file in the Human Resources Department. Hourly City employees may be considered, provided that they furnish proof of continuous employment immediately preceding the final filing date, which would equal a minimum of six months of full-time service or 1040 part-time hours. (Civil Service Rule VIII 4-E). Selection Process

EVALUATION OF APPLICATION: Submitted Application will be reviewed to ensure applicants meet the minimum requirements. Only the most qualified applicants will be invited to participate in the selection process. Candidates must pass each exam component with a minimum score of 70.00% in order to be placed on the eligible list. WRITTEN EXAM: (PASS/FAIL) To evaluate the candidate's skills, knowledge and ability to be successful in this position. Exam will be relevant to the duties of this position. Approximately the 12 highest scoring candidates who achieve a minimum passing score of 70.00% on the written exam will be invited to the further stages of the examination process. ORAL INTERVIEW: (Weight of 100%) To evaluate the applicant's experience, education, and personal fitness for the position. TIME AND PLACE OF THE EXAMINATION WILL BE ANNOUNCED. Evaluations will be based on the candidate's education and experience relevant to the position. Examinations will assess evaluate the candidate's education, experience, knowledge and skills related to the job. The City of Glendale reserves the right to modify the examination components or their weighting. If changes are necessary, candidates will be informed of the specific examination components and their weight before the examination is administered. The selected candidate will undergo a background check, including Livescan fingerprinting.
