The Virginia Department of Social Services (VDSS), Division of General Services is currently seeking a Procurement Specialist. This position is responsible for critical support services to the various DSS divisions by assisting agency staff in the procurement of goods and services to enable them to meet their operational goals and the agency's mission. The position is responsible for ensuring that all procurements are done in accordance with applicable Federal laws, the Virginia Public Procurement Act, the Agency Procurement and Surplus Property Manual (APSPM), SBSD, VITA and Department policies and procedures to support both the agency's internal and external customers. Serves as the agency's Small Purchase Charge Card (SPCC) Program Administrator and will provide direct support to internal divisions and Small Purchase Charge Cardholders.

Minimum Qualifications

• Demonstrated ability to interpret and apply state procurement regulations, policies, and procedures.
• Working knowledge of state and familiarity with federal government procurement policies for the purchase of goods and services.
• Working knowledge of the Virginia Small Purchase Charge Card Program.
• Ability to plan, organize, and prioritize a variety of procurement processes.
• Demonstrated ability to effectively communicate orally and in writing.
• Skill in the use of MS Office (Word, Excel, PowerPoint) and other databases, and the eVA procurement system.
• Ability to organize and maintain contract files and records.
• Ability to work independently, managing own time and work.

Additional Considerations

• Previous experience or equivalent combination of training and experience indicating possession of the preceding minimum qualifications.
• Virginia Contracting Associate (VCA) certification is preferred. If not, the applicant must obtain the Virginia Contracting Associate (VCA) certification offered by Division of Purchases and Supply/Virginia Institute of Procurement within the first year of employment.
