Brief Job Description The HIV Care Nurse Consultant performs highly advanced professional and administrative nursing functions in the HIV Care Services Group. Work involves determining healthcare service requirements and improving systems of care for People Living With HIV (PLWH) statewide. Responsibilities include planning, developing, coordinating, and assisting in the implementation of the HIV Clinical Services program, the Minority AIDS Initiative program, the Quality Management program, monitoring contractors, evaluating programs, conducting medical record reviews, providing clinical consultation, training, and technical assistance, supporting the Texas HIV Medication program, researching health insurance plans for medication coverage, coordinating development of statewide standards of care, overseeing field investigations, developing policy, and working with the Quality Management Coordinator to advance telehealth and telemedicine initiatives. Essential Job Functions (40%) Plan, develop, implement, coordinate, and evaluate service delivery programs of state-funded grantees and subcontractors statewide; conduct site visits and provide technical assistance; conduct medical record reviews to ensure compliance and quality. (35%) Provide extensive clinical consultation, training, and technical assistance to grantees, subcontractors, providers, and the general medical community; serve as a resource on HIV and STD clinical information; support telehealth implementation and the Texas HIV clinical panel. (5%) Oversee field investigations into complaints regarding quality of care; conduct interviews, analyze findings, and prepare written reports and recommendations. (5%) Coordinate the implementation and review of standards of clinical care for evaluating contracted providers; maintain knowledge of guidelines and distribute information to stakeholders. (5%) Coordinate development and implementation of records and tools to evaluate quality of services; research existing materials, pilot new products, and orient staff. (5%) Develop and provide input into policy development; represent the Care Services Group on workgroups and advisory committees related to HIV/STD. (5%) Survey providers regarding continuing education needs, develop in-service programs, participate in planning and evaluating the HIV/STD Clinical Conference, and engage in disaster response and recovery as needed. Knowledge, Skills, And Abilities Knowledge of public health policies, structures, and functions. Knowledge of current trends in public health. Knowledge of the Nurse Practice Act and related laws. Knowledge of universal precautions. Knowledge of Case Management principles. Knowledge of community-based health and social services programming for persons living with HIV. Knowledge of community and government service delivery systems. Skills in using WordProcessing, Microsoft Word, TEAMS, or similar software. Skills in using a personal computer to prepare and store documents and reports. Skills in providing clinical and or case management services. Skills in problem‑solving. Skills in monitoring and evaluating health care programs. Ability to function without direct supervision. Ability to communicate clearly, both verbally and in writing, to a wide range of audiences. Ability to provide constructive and critical feedback and guidance. Ability to collect, analyze, and evaluate facts to provide meaningful feedback. Ability to work effectively with others and in teams. Ability to organize, coordinate, and evaluate program activities. Ability to interpret policies and procedures. Ability to work tactfully with the public, agency, and contractor leadership. Ability to prioritize workload and meet deadlines. Registrations, Licensure Requirements, Or Certifications Must possess and maintain current status as a Registered Nurse with the Board of Nurse Examiners for the State of Texas. Initial Screening Criteria Bachelor’s degree in nursing with current registered nurse status in Texas. Minimum of 3 years of full‑time clinical experience. Experience working with people living with HIV.
