Job Description and Duties

The California Air Resources Board’s (CARB) mission is to promote and protect public health, welfare, and ecological resources through effective reduction of air pollutants while recognizing and considering effects on the economy. CARB is the lead agency for climate change programs and oversees all air pollution control efforts in California to attain and maintain health-based air quality standards. The Chair's Office (CO) plans, organizes, and directs the work of CARB divisions responsible for protecting air quality in California.

Under the direction of the Director of Communications, Deputy Director of Communications, and Creative Services Manager, the Multimedia Communications Analyst performs a wide range of professional and technical duties in support of CARB’s multimedia communications program. The incumbent serves as a subject matter expert in the research, development, production, and distribution of audio, video, photographic, and digital media content.

The incumbent independently performs complex analytical and technical work, exercising a high degree of judgment and initiative. Assignments are often not fully defined, requiring the incumbent to determine appropriate methods, evaluate alternatives, and develop effective solutions. Duties include analyzing and interpreting policies, laws, rules, and regulations; conducting research and data analysis; and contributing to the implementation of communication program policies and procedures.

Working Conditions

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resources Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required. 

The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement. 

Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee shall receive a 3 percent reduction in pay in exchange for 5 hours PLP 2025 leave credits, monthly. The salary range(s) included in the job advertisement does not reflect the 3 percent reduction in pay.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Knowledge of environmental and sustainability issues, including air quality, clean transportation, environmental justice, and public policy.
• Knowledge of CARB's regulatory process and public engagement practices.
• Strong interpersonal and stakeholder engagement skills, including experience working with appointed government officials.
• Knowledge of new and legacy audio-video production technology.
• Knowledge of accessiblity, branding, and visual identity standards.
• Experience in bilingual outreach and communications.
• Ability to analyze website, social media, and multimedia performance metrics to improve outreach.
• Proficiency in PhotoShelter, Microsoft SharePoint, Adobe Creative Cloud, Final Cut, and social media platforms.
