This position is located in the city of Sacramento .
This position offers a meaningful opportunity to join a committed, professional team within DOR’s OCR. The role directly supports the Department’s Equal Employment Opportunity (EEO) Program and contributes to civil rights compliance and equitable workplace practices. The Equal Employment Opportunity (EEO) Analyst, under the general direction of the Chief, Office of Civil Rights, performs a variety of analytical and administrative functions in support of the Department of Rehabilitation (DOR) EEO, Language Access and Upward Mobility programs, including discrimination complaint processing. Provide timely responses (both in writing and verbally) to DOR employees, consumers and members of the public regarding Language Access and EEO discrimination complaint forms, processes, questions, inquires, etc.

Under Government Code 14200, this position is a hybrid, in-office/telework position, and may be subject to change. Incumbents must live and work in California. Working Conditions
The majority of the work will take place in one of the following locations with consumers, the public, colleagues, and other stakeholders: a DOR open office setting in a cubicle environment, offsite in the community, at events and various partner locations, and/or at an approved alternate work location. The incumbent must have the ability to work in an office setting for up to 40 hours per week and remain at a workstation for extended periods while utilizing a personal computer, peripherals, and other office equipment with or without accommodation. The incumbent will be working in an office setting with both natural and artificial lighting. Strong interpersonal skills are required to interact effectively with consumers, the public, colleagues, and other stakeholders.

SOQ Questions:
1. Describe your experience performing discrimination complaint or workplace investigations
2. Describe your experience promoting accessibility and language access in your school, workplace, or lived experiences. Explain how you identify barriers, tailor services to individual needs, and ensure language access compliance. Include a specific example from one of your listed roles or school experiences that demonstrates your approach.
3. Describe how you led or supported a needs assessment or service-delivery analysis. Include how you collected and validated data, ensured consistency across teams or locations, turned findings into an actionable plan, developed and delivered related training, and monitored implementation and reported progress over time.
4. Describe a policy, procedure, or guidance you updated to align with departmental and statewide standards (e.g., bilingual services, language access). How did you roll out the change and measure adoption?
Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
• Strong analytical and problem-solving skills: ability to review, evaluate, and coordinate discrimination complaints; synthesize facts, assess jurisdiction/urgency, and produce accurate, timely responses and reports.
• Experience with EEO, civil rights, and language access programs: knowledge of state/federal civil rights laws and processes; hands-on support for Equal Employment Opportunity and bilingual services program administration.
• Bilingual Services Program expertise: experience designating bilingual positions, validating supporting documentation, coordinating certification testing with vendors, partnering with HR to issue CalHR Bilingual Differential Pay, and monitoring compliance.
• Language Survey and access planning: experience collecting public contact/bilingual staffing data, ensuring statewide consistency and accuracy in CalHR’s Language Survey online system, and developing/implementing LSIP/LAP in line with the Dymally-Alatorre Bilingual Services Act.
• Training design, delivery, and compliance tracking: ability to create/update training content (e.g., language access, upward mobility), align modules to policy/mandates, manage logistics, monitor participation, and use completion data to improve effectiveness.
• Excellent written and oral communication: skill in preparing position statements, notices, correspondence, and clear summaries for diverse audiences; professional, tactful communication with staff, consumers, and the public.
• Policy and procedure development: experience drafting, reviewing, and updating departmental policies, procedures, and guidance to align with statewide standards and program needs.
• Customer service and stakeholder engagement: demonstrated ability to provide timely, sensitive, and solution-oriented support; resolve concerns at the lowest possible level and elevate appropriately.
• Organizational and time-management skills: ability to coordinate projects across program areas, manage competing deadlines, and ensure timely completion of assignments.
