Job Summary The California Department of Public Health Center for Public Health Reporting Information Exchange (PRIME) Branch is recruiting for an Informatics Supervisor 2 to join an exciting team developing innovative solutions to strengthen CDPH's public health data ecosystem. The incumbent will join the team leading the design and implementation of disease prevention and control activities related to electronic laboratory reporting of reportable communicable diseases. Responsibilities Applying advanced professional public health informatics concepts and extensive knowledge of industry practices to projects of all levels of scope and complexity. Leading project teams in developing innovative informatics and public health data collection, monitoring, management, and analysis systems. Identifying and implementing strategies for integrating multiple data systems and improving existing public health surveillance data systems and infrastructure. Conducting data quality assurance and quality improvement projects. Developing protocols and guidelines and providing information and technical assistance to support local health jurisdictions and other CDPH program partners in data modernization, particularly as it relates to electronic laboratory reporting. Acting as a technical lead to data analysts, data specialists, contract staff, and epidemiologists. Coordinating laboratory data collection, data exchange, reporting and analytics, quality assurance/quality control processes, and identification and resolution of reporting results. Collaborating with multidisciplinary CDPH teams and external partners on communicable disease projects. Supervising contract staff responsible for ensuring that laboratory data submitters report timely and complete data to public health. Supervises daily operations and activities of contract staff. Evaluates quality and productivity of work with regard to optimal user experience and functionality of systems. Provides leadership and guidance to the Lab Reporting Unit. Serves as contact point for all team members and ensures smooth team operations and effective collaboration. Supervises the work efforts of contract staff and leads state staff who review incoming lab reports, data extracts, dashboards, and portals to identify reporting exceptions. Works with the team to set clear goals. Oversees identification of new data submitters and supervises contract staff responsible for coordinating onboarding of laboratories reporting via HL7, CSV files, and other methods. Leads state staff responsible for these efforts. Serves as electronic laboratory reporting subject‑matter expert for the PRIME Branch. Represents CDPH programmatic needs in high‑level discussions on design, development, and improvement of public health information systems such as SaPHIRE, the Future Disease Surveillance System (FDSS), and related systems as it relates to electronic laboratory reporting. Supervises and oversees implementation of clinical informatics methods, systems, and modifications, ensuring project goals, objectives, and timelines are met within budgets. Supervises and leads ELR‑related activities associated with integrating new disease conditions, CDPH disease programs, and local health departments into the CDPH CID surveillance data ecosystem. Provides direct oversight of existing ELR operations and develops novel or ad‑hoc processes and protocols for analysis, investigation, resolution, and reporting of exceptions to continuously improve ELR reporting, completeness, and data quality in California. Leads or provides expertise in the development of grant proposals, budget change proposals, or other requests for proposals to ensure CDPH ELR reporting is appropriately supported. Ensures federal and other grant/funding milestones are met and progress reports are completed accurately and on time. Oversees a team of data analysts and specialists to review incoming lab reports, data extracts, dashboards, and portals to identify reporting exceptions. Selects, develops, and evaluates staff or provides input to management to ensure efficient operation of clinical informatics. Recommends salary actions, terminations, performance ratings, and other personnel matters. Monitors and informs employees and other team members of their progress and performance through feedback and formal performance evaluation. Contributes to performance appraisals of state staff. Supervises, monitors, and documents clinical informatics program development. Prepares and presents project proposals and relevant reports to management and user departments. Conducts high‑level data quality assurance activities; makes recommendations and implements processes to improve data quality and reporting. Recommends and establishes protocols for improvements to processes for producing routine and ad‑hoc data reports using data from multiple sources. Establishes and maintains reliable, efficient, and effective methods for communicating with involved partners via telephone and email. Assists with the generation of data visualizations and written and oral reports. Coordinates with CDPH programs in the Division of Communicable Disease Control (DCDC) and Infectious Disease Laboratory Branch (IDLB) to ensure reliable, consistent, complete, and timely transmission of reportable disease data from laboratories. Oversees staff in collaborations with business, technical, and clinical personnel to plan, develop, deploy, and analyze system use and to design integrated architecture to ensure an optimal and efficient user experience. Oversees and supervises the process of manual adjudication of records that are received with incomplete information to ensure availability to local public health partners in a timely manner. Ensures data sharing is compliant with relevant security and privacy requirements and that access to protected health information (PHI) is limited to the minimum necessary information needed for analysis. Performs other duties as directed by the CalREDIE Surveillance Section Chief. In the event of an emergency activation, the incumbent may, on short notice, be required to work irregular and overtime hours during disaster operations to support efforts. Required Qualifications Bachelor's degree in public health, health care information technology, computer science, or related area, and/or equivalent experience/training. 3 years of lead/supervisory experience. 5+ years of experience in electronic laboratory reporting. 5+ years of experience with Health Level Seven International (HL7) V2.x interoperability standards. Demonstrated ability to effectively supervise, coordinate, and prioritize the activities of subordinate staff, and to manage the complex workflow and multiple priorities involved with clinical informatics. Strong knowledge of clinical informatics analytics, controlled terminology, clinical workflows, user interface optimization, clinical decision support, data integration and mining, clinical ontologies, and adoption of technology. Strong analytical and critical thinking skills, with the ability to quickly analyze problems, determine appropriate level of intervention, and develop and apply effective solutions. Demonstrated ability to work effectively with senior management on operational and policy issues, with the skills to gather data, and to prepare and present proposals and reports on department functions and performance. Advanced interpersonal skills and persuasiveness, with the ability to collaborate with clinical, technical, and business personnel to promote effective integration of patient care, clinical information systems, and business management functions. Strong knowledge of human resources management policies, with the ability to monitor, evaluate, and document personnel matters and performance and contribute to decision making on personnel actions. Strong written and verbal communication skills, with the ability to convey complex technical information in a clear, concise, and specific manner to subordinate staff, management, and all clinical informatics users.
