Position Overview

The Texas Education Agency (TEA) is seeking an experienced Senior Software Developer to lead the design, development, testing, deployment, and maintenance of enterprise-scale business applications. The selected consultant will work closely with agency stakeholders, architects, business analysts, and development teams to deliver high-quality software solutions using modern Microsoft technologies and Agile methodologies.

This position requires extensive expertise in .NET development, relational databases, ETL processes, DevOps, AI-assisted software development, and containerized applications . The ideal candidate will provide technical leadership while contributing hands-on throughout the entire Software Development Life Cycle (SDLC).

Key Responsibilities

• Design, develop, test, and maintain enterprise software applications.
• Lead technical solution design from requirements through deployment and production support.
• Build custom business applications from the ground up using Microsoft technologies.
• Collaborate with business stakeholders to translate business requirements into scalable technical solutions.
• Develop and maintain REST APIs and enterprise application components.
• Design and implement ETL processes and centralized data solutions for reporting.
• Ensure software quality through unit testing, code reviews, and secure coding practices.
• Participate in Agile ceremonies including sprint planning, reviews, retrospectives, and backlog refinement.
• Utilize AI-assisted development tools such as GitHub Copilot to improve productivity and code quality.
• Develop and maintain Docker-based containerized application environments.
• Support DevOps automation, CI/CD pipelines, and source control best practices.
• Mentor development teams and promote continuous improvement initiatives.
• Ensure compliance with TEA development standards and SDLC processes.

Required Qualifications

• Minimum 8 years of enterprise Software Development Life Cycle (SDLC) experience.
• Minimum 8 years of hands-on development using C#, ASP.NET, .NET Core, and Web APIs .
• Strong verbal and written communication skills with experience collaborating directly with business stakeholders.
• Minimum 5 years of experience providing accurate development estimates and delivering projects on schedule.
• Minimum 5 years of experience with Agile/Scrum and traditional SDLC methodologies.
• Minimum 5 years of experience with SQL Server, Oracle, and ETL development .
• Experience with DevOps tools, CI/CD pipelines, and source control systems such as Jenkins and Bitbucket.
• Strong experience in Unit Testing and software quality assurance.
• Minimum 3 years of experience leveraging AI tools throughout software design, development, and testing.
• Experience supporting Texas Education Agency (TEA) applications.
• Experience with Blazor Server and Blazor WebAssembly (WASM) .
• Experience developing and deploying containerized applications using Docker.
• Previous experience working in Texas state government environments.
