Under limited direction, manages, and supervises team members for civil engineering design and/or construction projects and programs; performs professional and technical engineering duties; performs senior-level engineering planning, design, and/or construction oversight for various building construction, remodeling, and major repairs, as well as for flood control, water and wastewater utilities, and other public facilities.

TRAFFIC SENIOR ENGINEER ONLY:

• Reviews traffic impact studies, planning documents, development plans, legislation and capital improvement programs to evaluate the impact on the transportation system. Ensures compliance with federal, state, regional and local regulations as they apply to the design and construction of residential, commercial and industrial land development improvements including roadways, intersections, signing, striping, traffic signals, street lighting, pedestrian and bicycle treatments, ADA compliance, and intelligent transportation systems.
• Review, investigate, and settle disputes between developers and the City.
• Performs transportation studies by planning, organizing, designing, and preparing special transportation research projects and conducting and/or directing data collection.
• Assesses external (citizen, school district) and internal (elected officials, Traffic Operations staff, police department) requests to identify and evaluate transportation design, maintenance and operational issues, analyze alternatives and make recommendations.
• Works with the Regional Transportation Commission (RTC) and the Freeway and Arterial System of Transportation (FAST) to plan and implement regional policies for bicycle facilities, pedestrian movement, and traffic signal timing and coordination, among others. Assists in development of local and regional transportation improvement programs by preparing descriptions with estimated costs and funding sources.
• Supervises the review and approval of permits for temporary traffic control for off-site improvement construction.
  •Maintains accurate files, reports and data, including a complex automated transportation planning and modeling database and the cost participation agreement database.
• Supervises the review of Planning Commission agenda items to ensure compliance with federal, state and local regulations; works with other departments, developers and engineers to resolve engineering planning issues on Planning Commission items; represents the Department of Public Works at Planning Commission meetings, providing information and answers to questions posed by the Planning Commissioners; makes presentations to the Planning Commission and/or City Council on various land development issues.
• Assists with the development of engineering solutions to problems related to streetlights, traffic signals, pavement markings, traffic control and enhancements.
• Oversee the cost participation program for traffic mitigation measures and provide periodic updates on such.
• Supervises the City’s temporary traffic control permitting process.

MINIMUM QUALIFICATIONS REQUIRED:

• Bachelor's degree from an accredited college or university with major course work in civil engineering or a closely related field.
• Four (4) years of professional engineering experience in the applicable area of responsibility(Engineering Services, Development and Flood Control, Technical Services, Water/Wastewater or Transportation Services), preferably in a public agency.
• Must possess or have the ability to obtain a valid Nevada state driver’s license, and maintain a satisfactory motor vehicle record.
• Registered Professional Engineer in the State of Nevada. If registered in another state must obtain Nevada registration within one (1) year of hire/reclassification. Registered Professional Architect instate of Nevada. If registered in another state must obtain Nevada registration within one (1) year of hire/reclassification. (Public Works, Engineering Services candidates only).
• Certification through the Association of State Floodplain Managers Certified Floodplain Manager Program required within one (1) year of hire/reclassification. (Development and Flood Control Division candidates only)
  •Certification as a Professional Traffic Operations Engineer preferred. (Traffic Engineering Position candidates only)

Internal Notice for Teamster Team Members: This posting will create a non-probationary internal Teamster eligibility list and fill 1 vacancy for this classification. The current vacancy is in the Public Works - Traffic Operations department. The internal Teamster eligibility list will be utilized to fill vacancies for this classification, for up to one hundred and eighty (180) days. Non-probationary Teamster team members successfully completing the selection process will be placed on the internal Teamster eligibility list. All other team members including part-time/temporary employees along with external candidates may apply for this recruitment. These individuals may be considered after the appropriate recruitment process of the collective bargaining agreement has been followed. If the vacancy is not filled through promotion by a full-time non-probationary Teamster team members, the next opportunity for placement will be to hire qualified part-time/temporary employees and external candidates.

Work Schedule: This position is scheduled to work 4 days per week, 9 hours per day, (36-hour work week) Monday through Thursday, 7:00am to 5:00pm

SELECTION PROCESS

• The selection process will begin with a screening of the application/resume - The best qualified candidates will be invited to participate in the assessment process. The selection process will include (dates to be determined).
• Personnel File Review - Pass/Fail, Minimum passing score is 75%- All current employees seeking internal positions will undergo a personnel file review. The personnel file review includes a current employment status check (probationary/qualifying periods), and a review of active discipline and most recent performance evaluation. Employees with a rating that does not meet minimum standards may be disqualified from this recruitment process.
• Oral Board Interview (Weighted 100%, Passing Score 70%):
• Pre-Employment Screening – For non-police positions only: Selected candidates for this position are subject to a pre-employment screening which includes but is not limited to local & state criminal history check; federal criminal history check via submission of fingerprints; and drug screening. *IMPORTANT INFORMATION: Background check processing may take 2 to 3 months to complete.
• Selection/Offers

Note: Subsequent vacancies during the life of the internal eligibility list may require participation in an additional selection interview. The selection interview will be weighted 100%, requiring a passing score of 70% in order to be considered for the subsequent position vacancy.
