Highway Safety Program Specialist

This position is in the District Department of Transportation (DDOT), Project Delivery Administration, Vision Zero Division. The goal of the District’s Vision Zero Division is to provide strategy, support, and analysis of projects and interventions that will eliminate traffic deaths, including roadway design changes, enforcement of critical safety laws, and raising public awareness of behaviors that will ensure safe roadways. The successful applicant for this position will have a key role in grant-making to community organizations and public agencies through the District’s Highway Safety Office (HSO) function, supported by Federal funding through the National Highway Traffic Safety Administration (NHTSA). This includes all programs under Section 402, State and Community Highway Safety Grant Program and Section 405 National Priority Safety Program. Duties And Responsibilities The incumbent will be responsible for the development, direction, coordination, monitoring, and evaluation of the District's grant-funded highway safety programs. Assists with the development and planning of the District’s annual Highway Safety Plan, Section 405 application, and the annual report. Ensures that the application reflects a wide range of requirements of all participating departments, District agencies, and the private sector. Reviews and evaluates the District and the Department's focus on special problem areas, federal regulations and determines the funds allocation in terms of urgency of requirements and is in full accord with uniform standards set by the National Highway Traffic Safety Administration (NHTSA) and Federal Highway Administration (FHWA). Evaluates the effectiveness of the Highway Safety Office Programs on an annual basis, and considers findings, develops recommendations to reorient programs to a more constructively uniformed process that aligns to the goals of the Highway Safety Office. Implements guidance from NHTSA and FHWA in the interpretation of federal funding regulations and grant eligibility restrictions. Reviews and evaluates each grant proposal involved in the selection process, by which selections are made based on District and Department priorities. Monitors grant activities to ensure the grants are operating in an efficient and effective manner; to provide support to the overall operation of the highway safety program and keeping within the mission and vision of the Department. Makes recommendations and implements alternative strategies when required. Works collaboratively with other District and Federal agencies to ensure that the District is in compliance. Responsible for coordinating with the Office of the Chief Financial Officer, NHTSA, FHWA, and other government agencies receiving grant funds. This requires utilizing the Federal Grants Tracking System as well as District Government fiscal requirements. Qualifications And Education Undergraduate and Graduate Education: Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, public administration, hazardous materials management, or other fields related to the position. or Specialized Experience: Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge skills and abilities to successfully position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position including but are not limited to knowledge of highway safety concepts, traffic calming techniques, issues and principles relative to pedestrian safety countermeasures and school area traffic law enforcement techniques in order to develop, analyze and present information, proposals and justifications. Bachelor’s Degree in related disciplines preferred. 2+ years of experience supporting highway safety efforts working on behavioral traffic safety issues, grantee support and review, data analysis and other related activities preferred. Licensure/Certifications Incumbent must possess and maintain a valid driver's license during their employment tenure. Working Conditions/Environment The work is performed under normal office conditions. However, frequent visits are made to meeting locations, traffic enforcement checkpoints and community events. Essential Designation: This position is classified as an essential position under the provisions of the District Personnel Manual Chapter 12. As such, the incumbent is required to serve in emergency situations to perform critical duties, i.e., snow removal, debris removal, transportation, shelter, operations, food distribution, and communications. These duties may be performed when the government is closed or when employees are dismissed early. Applicants claiming “Residency Preference” will be required to maintain residency in the District of Columbia for a minimum of seven (7) years.
