Title: Senior Administrative Analyst, Emergency Preparedness

Employment Type: Contract assignment, up to 6 months

Compensation: $58–$63 per hour

Location: Los Angeles, California

Work Model: Hybrid 9/80 schedule; onsite Monday and Tuesday, with travel to facilities across Southern California averaging 50% of the assignment

A regional public water utility supports essential infrastructure and service across Southern California. Its emergency management function coordinates with public agencies and utility partners to strengthen preparedness and response.

Position Summary

The Senior Administrative Analyst will build pre-disaster response partnerships, maintain mutual aid relationships, and lead emergency preparedness exercises and activities. The role connects internal teams with external emergency management partners and helps improve coordination during incidents.

Key Responsibilities

• Develop working partnerships with member agencies and county, state, and national emergency management organizations before disasters occur.
• Maintain utility mutual aid and assistance relationships and communication procedures for use before, during, and after emergencies.
• Design and coordinate exercises for the Emergency Operations Center (EOC) and Incident Command Posts (ICPs), involving internal staff and external partners.
• Coordinate recurring emergency preparedness activities for employees.
• Support timely coordination of mutual aid resources and supplies during an emergency.

Required Qualifications

• Bachelor’s degree from an accredited college or university in a related field and six years of relevant experience; or master’s degree from an accredited college or university in a related field and four years of relevant experience; or two years in an Analyst classification. This role also requires at least three years of government emergency management experience.
• Demonstrated experience creating emergency response exercises, including tabletop, functional, or full-scale formats, and coordinating across agencies.
• Completion of Federal Emergency Management Agency (FEMA) Independent Study courses IS-100, IS-200, IS-700, and IS-800.
• Valid California Class C driver license for required travel among facilities.

Preferred Qualifications

• Emergency management experience in a utility or water and wastewater setting.
• Certified Emergency Manager (CEM), Associate Emergency Manager (AEM), or comparable emergency management certification.
• Completion of Incident Command System (ICS) 300 and 400.
• Experience with mutual aid networks, Emergency Operations Center or Incident Command Post exercises, and employee preparedness programs.
