Position Overview Under direction of the Chief Human Resources Officer, performs difficult and wide-range personnel functions in preparing and processing personnel transactions and varied administrative activities. Serves as resource person in application of Personnel Rules, collective bargaining agreements, Pay Plan and agency rules and procedures. Reviews and corrects incoming personnel transactions and provides unitary generalist services. Reviews and prepares position descriptions. As a certified CMS interviewer, participates in interviewing and selection teams in the filing of vacancies.

Job Responsibilities Receives, reviews, approves, corrects and/or disapproves personnel transactions in the Human Capital Management (HCM) system. Serves as a resource for agency personnel by responding to technical and general inquiries from management and employees, and by interpreting and applying Personnel Rules, IDHR policies, labor contracts, supplemental agreements, the Pay Plan, the Personnel Code, and other required documentation in support of various employee actions. Maintains logs of employee transactions, human resources events and leaves of absence, and prepares and disseminates leave letters to employees. Prepares vacancy requisitions and postings and processes bid records. Prepares position descriptions and position cards in SF with accurate descriptions of duties, responsibilities, requirements, preferences and conditions of employment. Prepares follow-up correspondence related to transactions, requisitions, etc. Serves as liaison with Payroll and Timekeeping. Onboards new hires, assists new employees with completion of personnel forms, prepares and processes CMS-2's, prepares and processes transactions in EC and maintains CMS-2 transactions for internal tracking. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications Requires knowledge skill and mental development equivalent to completion of four years of college. Requires one year of professional experience, preferably in human resources, or satisfactory completion of an approved training program. Specialized Skills Requires one (1) years of experience utilizing the Personnel Code, Personnel Rules, Position Classification plan, collective bargaining agreements, wage indices, and human resources policies and procedures. Requires one (1) years of experience entering human resources data and transactions into SuccessFactors.

Preferred Qualifications Prefers one (1) years of experience utilizing the Personnel Code, Personnel Rules, Position Classification plan, collective bargaining agreements, wage indices, or similar human resources policies and procedures. Prefers one (1) years of experience entering human resources data and transactions into SuccessFactors or similar HCM software. Prefers two (2) years' experience articulating human resources administration information in descriptive terms to others not versed in personnel systems. Prefers two (2) years' professional experience using Microsoft Word, Excel, PowerPoint, Access, SharePoint, and WebEx, or similar programs. Prefers the ability to work independently and be self-motivated to complete analytical and detailed reports.

Conditions of Employment Requires the completion of a background check and self-disclosure of criminal history. Requires the ability to travel, with the possibility of overnight stays.
