The Work You Will Do:
This is a highly technical position responsible for maximizing the availability of SUNCOM telecommunications services to Florida state agencies and other eligible users. Responsibilities include planning, procurement, contract execution, and ensuring contractor compliance associated with SUNCOM telecommunications services.

The role involves monitoring and ensuring compliance with a contract exceeding $50 million annually. Additionally, the position serves as a liaison between contractors and division staff.
Working hours: Monday through Friday from 8:00am to 5:00pm, Total hours in workweek 40.

This position involves sedentary work and repetitive motions.

Your Specific Responsibilities:
• Assist with the effective implementation of telecommunications contracts/projects and assure proper performance of obligations by contractors;
• Provide assistance with contract/project budgets and procurement activities;
• Support the procurement process by developing Statements of Work, developing technical evaluation criteria, assisting with evaluation of vendor proposals, and guiding contract formulation, drafting, and negotiation;
• Implement quality assurance plans to provide a systematic and structured method to evaluate services and products;
• Assist in contract close out including the identification, and documentation of best practices and lessons learned;
• Develop appropriate documentation within the terms and conditions of the contracts and in the event conflicts and/or problems arise, including cases of poor performance or non-compliance with contractual obligations; and
• Cooperate in drafting required audit responses.

Provide project management for procurement and contract activities.

• Work with Division staff to develop timelines and project schedules for Requests for Information (RFI’s), Requests for Quotes (RFQ’s), Invitations to Bid (ITB’s), Requests for Proposal (RFP’s), and Invitations to Negotiate (ITN’s).
• Plan, coordinate, evaluate, and review all phases of project control related to procurement planning, procurement execution, and contract compliance.
• Prepare correspondence and documentation for stakeholders including executive management, other government agencies, public officials, and contractors related to the planning, direction, and execution of procurements.
• Review correspondence and periodic reports prepared by others for accuracy with contractual agreements.
• Perform research and communicate with vendors to obtain product or service information such as price, availability, and deliverability;
• Prepare recommendations for management based on the research; and
• Perform special projects as designated by management.

Required Knowledge, Skills, and Abilities:

• Knowledge of Florida government procurement statutes, policies and procedures.
• Knowledge and understanding of telecommunications technologies.

• 287.057 Florida Statutes Section 15(c): Each contract manager who is responsible for contracts in excess of $100,000 annually must, in addition to the accountability in contracts and grant management training required in paragraph (b) and within 6 months after being assigned responsibility for such contracts, complete training in contract management and become a certified contract manager.

Minimum Qualifications:
• 5 years of professional work experience, preferably in contract management, business, project management, or experience in a related field is required
• Knowledge about Florida statues and rules governing procurement is required.
• Have at least five (5) years of experience managing contracts, or a combination of contracts in excess of $5 million annually.
• Florida Certified Contract Manager (FCCM) is required.

Per 287.057 Florida Statutes Section 15(d): Each contract manager who is responsible for contracts in excess of $10 million annually must, in addition to the training required in paragraph (b) and the training and certification required in paragraph (c), possess at least 5 years of experience managing contracts in excess of $5 million annually.
