JOB INFORMATION
Exempt; full-time; 40 hours per week; Monday – Friday; 8:00 a.m. — 5:00 p.m.; partial telework may be available in accordance with Division policies; full benefits This professional position will engage in investigating, analyzing, and recommending employee relations actions on behalf of the Division of Human Resources of Frederick County Government. In addition, this individual will be responsible for administering processes and systems related to the onboarding of candidates, workplace accommodation requests, and other programs within Employee Services. Work is performed as part of an Employee Services team and supervision is received from the Employee Services Supervisor. NOTE: The upper pay range reflects possible wage rates for internal County transfers and promotions, which are calculated per County policy. For external hires, offers are made at the base wage rate, with limited exception. Total Compensation Package Frederick County offers an extensive compensation package to reflect how highly we value our employees. The following is what you can expect in your first year as a full-time benefited Frederick County Government employee. 11 days of Vacation leave with increase after 2 years of employment 15 days of Sick leave with unlimited annual carryover 11 paid holidays, plus 2 additional floating holidays (10 and 11 month employees may not receive all holidays) Day 1 coverage of comprehensive Medical Insurance Plan options to include generous County Health Savings Account (HSA) contribution (if enrolled in the high-deductible plan). Essential Duties And Job Responsibilities Investigate, gather, and analyze information to ensure that employment actions comply with established policies, operating procedures and practices, human resource laws, and applicable collective bargaining agreements Communicate with management and staff regularly regarding pending investigations and provide timely investigation outcomes for all complete investigations, including managing and developing appropriate documentation Provide guidance to managers, supervisors and employees on employee relations matters; facilitate resolution of issues between managers and employees Provide coaching, expertise and consultation to employees and managers in areas of behavior modification, conflict resolution and disciplinary issues (including terminations) in accordance with HR policies, procedures, and practices Analyze complaints, conduct workplace investigations, and provide recommendations to management in the handling of formal and informal complaints Receive, analyze and manage requests for workplace accommodations; provide guidance, training, and technical assistance to employees and managers to ensure compliance with ADA and other applicable laws/regulations Develop and oversee employee onboarding processes, including automated processing in the NEOGOV system, in conjunction with an Onboarding Analyst. Serve as a back-up for the Onboarding Analyst as needed Serve as the technical subject matter expert regarding the preboarding and onboarding portions of the County’s electronic Human Resources systems, including the NEOGOV system and the County’s HRIS system (Infor) Assist in administering post-offer background screening programs as well as the Drug and Alcohol Program, in compliance with federal DOT drug and alcohol regulations Analyze, research, provide recommendations, and develop new policies or update existing policies on a variety of employment issues in compliance with evolving and current laws and organizational standards Utilize employee and candidate data to proactively identify trends, opportunities and challenges and solutions; provide training or coaching in needed areas As needed, provide support for legal proceedings applicable to HR (EEO, DOL, etc.) As needed, research, analyze, prepare, and present reports to management for use in regard to such matters as negotiations with employee organizations, pending legislation, and County budgeting/planning Perform other related duties as required To perform this job successfully, an employee must be able to perform all essential functions satisfactorily. Qualifications And Requirements The qualifications/requirements, knowledge/skills/abilities and physical requirements or working conditions described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Bachelor’s degree in Human Resources, Management, Business or Public Administration or a related field Minimum of 5 years of progressively responsible work experience in human resources administration which includes a minimum of 2 years’ experience in employee relations Substitutions for the above-listed required education and experience are a Master’s degree with 3 years experience as described above or an Associate’s degree with 7 years experience as described above. Knowledge / Skills And Abilities A successful incumbent operating in this role displays the following: Knowledge of the principles, methods, techniques, and practices of public personnel administration Working knowledge of human resources policies, practices and tools and demonstrated knowledge of pertinent employment laws and regulations Extensive knowledge of employee onboarding systems and HRIS systems Working knowledge of post-offer candidate screening techniques and ability to apply these to make determinations of suitability in compliance with applicable laws, policies, and best practices Ability to apply principles of diversity, inclusion, equity, and belonging in all areas of responsibility Demonstrated ability in strategic thinking, internal consulting, conflict resolution, communication at all organizational levels, and managing change Ability to effectively plan and organize the work of professional, technical, administrative and clerical staff Ability to effectively access and utilize word processing, spreadsheet, and data management systems and equipment Ability to work with sensitive information and maintain confidentiality Ability to organize work, establish priorities and complete assigned duties with minimal supervision and instruction Strong analytical skills including the ability to accurately compile and analyze statistical information Ability to establish and maintain effective working relationships with County employees, supervisors and leadership Strong and effective spoken and written (English) communication skills, including the ability to prepare and present clear, concise information to County leaders, employee groups and other audiences Preference May Be Given For Possession of current HR certification or other related certification Work experience in the public sector Work experience using NEOGOV HR software modules Employee relations experience that includes independently conducting workplace investigations involving complex conduct or performance issues Experience that includes independently administering workplace accommodations in compliance with the ADA and other applicable laws/regulations Physical Requirements / Working Conditions While working in this position, the employee is required to constantly sit; frequently walk, reach and perform repetitive motions; occasionally lift up to 20 pounds and drive; rarely climb, stoop, lift between 20-50 pounds, push up to 40 pounds, push over 40 pounds, pull up to 40 pounds, and pull over 40 pounds While working in this position, the employee is required to constantly work indoors; occasionally work in a noisy environment; rarely work outdoors, walk on uneven ground or in a dusty environment Additional Information / Examination Process Available for varied evening and weekend work hours to accommodate meetings, special events, etc. Requires the ability to arrange and complete travel to various sites (using a car or other reliable transportation) EXAMINATION PROCESS (may Include) An evaluation of training and qualifications One or more interviews A pre-employment background investigation through a public records search Frederick County Government is committed to providing an inclusive work environment and complies with all applicable laws and regulations regarding workplace accommodation, including for individuals with disabilities. Employees are automatically enrolled in either the Uniformed Plan (5 year vesting) or the Non-Uniformed Plan (5 year vesting, effective 07/01/2024) depending upon position classification. The majority of support for the plan is provided by the County; however, employees are required to make a mandatory pre-tax contribution towards their benefit. Retirement benefits are payable at normal, early or delayed retirement. Retirement benefits are also payable upon termination and in the event of death or disability. Health Insurance County employees have a choice of two medical insurance plans, an In-Network (HMO) Plan or a High Deductible medical plan with a Health Care Savings Account, to provide coverage for medical and surgical expenses, hospital and emergency care expenses, mental health expenses and prescription drugs. The County and participants share in the cost of the health insurance with the employee having the benefit of pre tax contribution deductions. Medical insurance goes into effect on the first day of active employment. Dental Insurance Employees may select coverage from one of three dental plan options, ranging from a PPO plan to a dental HMO plan. Coverage includes preventive care, fillings, crowns, bridges and dentures, and the cost of dental insurance is shared by both the County and the employee. Dental insurance goes into effect on the first day of the month that follows the eligible employee’s completion of 30 days of active employment NOTE: Employees working 75% or greater of a 35 or 40 hour position are eligible for health & dental insurance. Flexible Spending Accounts The Flex Spending plan allows employees to pay health and day care expenses with pre-tax dollars. Employees may set aside part of their salary in a special account that can be used throughout the year to reimburse themselves for out-of-pocket medical expenses. The maximum contribution is $3,400 per year for Health Care Spending and $7,500 for Dependent Care Spending (work-related day care expenses).
