Staff Representative

Based in Northeastern PA

PASNAP is currently searching for smart, motivated individuals who want to help workers fight for better working conditions, dignity on the job, and improvements in healthcare for all as a Staff Representative in Northeastern PA.

Position Summary:
The Staff Representative is responsible for building a strong organization in the workplace and the state through which workers can exercise their collective power to improve conditions for employees and ensure quality of care for patients. The Staff Representative may also be called upon to assist in new organizing campaigns to organize the unorganized and political or issues-oriented campaigns that relate to the union's broader political and social objectives.

Responsibilities/Duties:
Primary focus:

• Identification and recruitment of rank-and-file leaders.
• Education, training, and development of rank-and-file leadership to encourage and support them in running the Union.
• Development of strategies for building stronger locals and greater power for the membership.
• Preparing and conducting arbitrations.
• Leading contract negotiations and strikes.
• Maintains membership records and other data as required by PASNAP policies.
• Coordinating mobilizations to support PASNAP programs.

Internal Organizing Responsibilities:

• Mobilize members and activists to action.
• Develop organizing plans around workplace issues.
• Communicate organizing plans effectively.
• Prepare members to respond to boss messaging; inoculation ID leaders; develop leaders' and activists' roles.
• Maintain department lists and accurate chairs.
• Provide formal member trainings/workshops. 
• Facilitate member led and centered meetings.
• Function as an information resource regarding workplace rights.
• Prepare locals for negotiations.
• Build membership and PAC support.
• Plan and execute votes and elections.
• Develop political and community presence of local; develop contacts and support with politicians, community, and other unions.
• Representation and Contract Enforcement Responsibilities:
• Train officers to handle workplace issues.
• File arbitrations and ULP’s. and be familiar with basic labor law.
• Be fully conversant with contract language and history.
• Track grievances, provide relevant notices to bosses, maintain files in conjunction with local grievance chair.
• Represent officers and members in grievances.
• Assist in preparing cases for the NLRB or other government agencies, conduct unemployment hearings.

Negotiations:

• Prepare members for negotiations.
• Develop Negotiation Committee for negotiations.
• Assist negotiator in preparation for negotiations and function as 2” d chair to negotiator.
• Create proposals with committee and present specific proposals.
• Cost out contract proposals.

Communication:

• Ability to clearly communicate effectively with explanation of what the Union is and the advocacy of the Union’s programs and values.
• Answer basic worker questions effectively and non-defensively. 
• Learn fundamental elements of and effectively carries out phone conversations, shift change leafleting, and other means of one-on-one and small group communication with workers.
• Participates in and helps lead local leadership/membership meetings, grievance committee meetings, and/or large group meetings with members.
• Reports and participates accurately and specifically to supervisor in individual and/or group staff meetings.
• Demonstrate the application to solve problems facing the membership, while being able to work with members with differing views.
• Maintain effective communications and productive relationships with management to the extent possible.
• Complete letter writing, newsletters, leaflets, memos ensuring grammatically correct and effectively communicated to membership and employers.

Leadership, Training and Development:

• Recruits and train leaders to participate in building the Union and effectively organize and mobilize their co-workers.
• Build positive working relationships with leaders and activists to relate effectively with management.
• Delegates and assigns tasks to leaders and holds them accountable.

Qualifications/Skills:

• Minimum of three (3) years’ experience as a Staff representative. 
• Experience in labor organizing is preferred.
• Willingness to work long hours including nights and weekends and travel to other parts of the state.
• Broadstripes and/or other database programs a plus.
• Automobile and valid driver’s license.
• Good listening skills to gain understanding of workers’ issues, employer’s issues, and concerns about the Union.
• Multitask on issues in different contacts during a workday is essential.
• Understands concept of leadership and identifies leaders in the workplace.
• Agitate effectively around workers’ issues and projects challenging, exciting vision of what works to accomplish building the Union.

Salary range is $87K – $141K depending on experience.
