Summary This position is located in the Wisconsin State Office in USDA/Rural Development (RD).This incumbent serves as a Management and Program Analyst providing oversight and coordination of a full range of administrative and business management functions in support of the Rural Development Mission. THIS VACANCY IS OPEN TO CURRENT EMPLOYEES OF USDA, RURAL DEVELOPMENT ONLY. Responsibilities Assist higher-grade analysts designing and coordinating plans and projects: tracks accomplishment of management objectives. Receives training analyzing and evaluating quantitative or qualitative basics, the effectiveness of Office/Division Operations in meeting established goals and objectives. Maintains spreadsheets, graphs, presentations, etc. of statistical data and related material to explain complex situations and relationships. Assists in the resolution of conflicting needs and, as needed, recommends analysis methods and solutions that accommodates the needs/objectives of all concerned Enterprise Office areas. Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time In Grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. For the GS-09 level: Applicants must possess one (1) year of specialized experience equivalent to at least the GS-07 grade level; or its non-Federal equivalent that demonstrates: experience assisting with gathering, analyzing and evaluating on a quantitative or qualitative basis in meeting established goals and objectives; assisting with participating in the analysis of goal achievements using various information systems; assisting in analyzing various administrative management and program support related data to determine efficiencies, historical trends, and weaknesses; assisting with maintaining spreadsheets, graphs, presentations, etc. of statistical data and related material for explain complex situations and relationships; assisting with performing administrative and operational functions within an office; assisting with coordinating a variety of administrative tasks, including but not limited to information technology management, oversight activities, travel arrangements, time and attendance and preparing written correspondence; Or Master's or equivalent graduate degree Or 2 full years of progressively higher level graduate education leading to such a degree Or LL.B. or J.D., if related. Equivalent combination of experience and education are qualifying at this grade level. For the GS-11 level: Applicants must possess one (1) year of specialized experience equivalent to at least the GS-09 grade level; or its non-Federal equivalent that demonstrates: experience analyzing and evaluating quantitative or qualitative basis, the effectiveness of organizational units in meeting established goals and objectives; researching and investigating new or improved business and management practices for application to agency programs or operations; working with senior analyst on developing strategic vision for annual goals and long-range plans of operations throughout all organizational units; participating in the analysis of goal achievements using various information systems; assisting in analyzing various administrative management and program support related data to determine efficiencies, historical trends, and weaknesses; assisting with maintaining spreadsheets, graphs, presentations, etc. of statistical data and related material for explain complex situations and relationships; performing administrative and operational functions within an office; coordinating a variety of administrative tasks, including but not limited to information technology management, oversight activities, travel arrangements, time and attendance and preparing written correspondence; Or Ph.D. or equivalent doctoral degree; Or 3 full years of progressively higher level graduate education leading to such a degree; Or LL.M., if related. Equivalent combination of experience and education are qualifying at this grade level. Education Undergraduate and Graduate Education: Major study -- finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology.
