The Work You Will Do:
This position will fulfill the mission of the Florida Department of Transportation by conducting environmental impact reviews and ensuring compliance with federal and state environmental regulations. It will contribute to the successful delivery of transportation projects by preparing NEPA and PD&E documentation, coordinating environmental review processes, and analyzing data through field reviews and GIS systems. The position will also manage consultant activities, support agency coordination and public involvement, and provide environmental input throughout project development. By integrating environmental considerations into project planning and design, this role helps FDOT deliver efficient, responsible, and sustainable infrastructure improvements.

A Competitive Area Differential (CAD) additive in the amount of $1,976.00 will be added to the annual salary.
Your Specific Responsibilities:
Conducts environmental impact reviews of transportation improvement projects. Independently performs environmental work including conducting and documenting field reviews, and analyzing information from Geographical Information Systems (GIS) based systems. Prepares National Environmental Policy Act (NEPA) and other Project Development and Environment (PD&E) environmental documentation, including writing technical memos, reports and generating correspondence, primarily for lower level classes of action or less complex projects. Supports environmental review and documentation preparation for higher level of classes of action. Conducts these activities in support of the scheduled Production Complete date. Coordinates district level NEPA Assignment activities including but not limited to self-assessments audits, data entry and responding to inquiries from Central Office.
Independently reviews construction plans for low to midrange complexity roadway projects and supports review of high complexity projects. Provides comments through the Florida Department of Transportation (FDOT) electronic review system during the production phases of projects for compliance with statutes, rules, policies and procedures as outlined in the PD&E Manual. Coordinates comments and recommendations with supervisor and project manager or others as appropriate.
Participates in consultant management activities including scope development and staff hour negotiations. Participates as technical support for and in the development of Request for Proposals. Manages consultant contracts or staff for districtwide program area support or project environmental impact review. Reviews and directs consultant work activities for assigned projects or tasks including task work order development, reviewing and approving progress reports for those efforts. Assists in administration and tracking of district contract funds and consultant acquisition activities.
Provides environmental input during district Statewide Acceleration Transformation (SWAT) meetings and project progress meetings. Assists with environmental agency coordination and public involvement support on the projects. Coordinates with engineers, project managers, other environmental specialists and consultants.
Participates in preparing, tracking and reviewing project commitments from PD&E through Final Design and Construction phases. Prepares draft Environmental Certification and coordinates with Environmental Administrator to obtain signature in support of the scheduled Final Design Production Date. Maintains project file information and inputs project information into FDOT databases. Collaborates with Efficient Transportation Decision Making (ETDM) Coordinator, prepares or reviews information for the screening events, reviews agency commentary and supports preparation of FDOT responses to agency comments. Responds to inquiries from other agencies and the public including public records requests or other correspondence coming through FDOT Tracker as assigned.

Other Job-Related Requirements:
• During a declared emergency event, the incumbent will be required to assist the District as needed.
• Some Out-of-Town travel with overnight stays, occasional evening work, and attendance at Public Hearings and Workshops, may be required.
• Outdoor activity (field work) will be required, while on-duty status.
Minimum Qualifications:
5 years of professional experience in the field of transportation; natural, physical, social, or environmental sciences; archaeology or cultural resources; environmental, or Civil Engineering to which the position is assigned. or Registration as a Professional Engineer in accordance with Florida Statute 471 and 1 year of experience to which the position is assigned. Post-secundary education can substitute for the required work experience.
